**Purpose of the consultancy**

The purpose of this consultancy is to:
1. Develop guidance for on the essential medicines and medical devices required to deliver the essential primary care services outlines in the regional universal health coverage-priority benefits package

2. Develop guidance and best practices for the efficient handling of medicines and health technologies used in primary healthcare institutions, including storage, distribution, prescription, preparation, and administration.

3. Pilot the applicability of the draft guidance in at least one EMR country to ensure country relevance

4. Publish the guidance in a peer-reviewed journal

**Background**
Primary Health Care (PHC) is considered to be the foundation of Universal Health Coverage (UHC). It is a holistic approach to healthcare that focuses on the overall well-being of individuals and communities. PHC includes three interrelated components which are: empowered people and engaged communities; multisectoral action for health; and integrated health services that prioritize delivery of high-quality primary care and essential public health functions.

Primary Care is the first contact with the health sector. It includes a wide range of services that extend from promotive, protective, preventive, curative, to rehabilitative, and palliative services. It is estimated that throughout the course of a person’s life, primary care can meet 80-90% of his/her health needs.

To assist counties in their efforts to develop their primary care standards, WHO/EMRO is aiming to develop a generic guidance for minimum requirements of Primary Care facilities from a structural, functional and operational perspectives. This guidance will be developed around the requirements for delivering the regional universal health coverage-priority benefits package (UHC-PBP) and in line with the Primary Health Care Measurement and Improvement initiative (PHCMI) monitoring indicators. It is envisioned to complement the assessment that has been done through PHCMI by offering a pathway and guidance for improvement. It will also provide a comprehensive guide for policy makers and health authorities who are working towards reorienting health systems towards primary healthcare.

Start date: 15 August 2023

End date: 31 October 2023

B. **Deliverables**
- **Essential Medicines**

a. Conduct a literature review (published resources and grey literature) to gather relevant information on best practices and guidelines related to essential medicines and medical devices in primary healthcare services;
b. Identify the essential medicines list based on the selected primary care interventions and the actions where a medical device is needed;
c. Defining the needed medical devices needed to perform the identified action.
- **Handling of medicines and health technologies**

a. Conduct a literature (published resources and grey literature) review to gather relevant information on best practices and guidelines related to the safe and effective handling of medicines and health technologies in primary healthcare facilities;
b. Select the list of good practices at the primary health care level from the WHO good storage and distribution practices for medical products;
c. Select the list of good practices at the primary health care level from the Joint FIP/WHO guidelines on good pharmacy practice;
d. Select the list of good practices at the primary health care level from the WHO guide to good prescribing.
- **Publish at least one manuscript summarizing key findings in peer-reviewed journal in line with plan-S requirements**

Qualifications required:
An advanced university degree (Master’s or above) in public health, Biomedical Engineering, global health, health services administration or a related field

Experience required:
5 to 7 years of relevant experience working in health systems/global health with a focus on primary healthcare

Language requirements:
Expert knowledge in English

**E.** **Place of assignment**

The consultant will perform part of the work remotely (from his/her home) and will be required to do tele-meetings. The consultant maybe required to travel to selected EMR countries as part of the pilot phase, whose cost will be borne by WHO.

F. **Medical clearance**

The selected Consultant will be expected to provide a medical certificate of fitness for work.
