About the Job:

">

We are seeking an experienced Strategic Business Operations Director to lead our Business Operations Department in delivering its objectives through effective management and galvanization of a diverse workforce and financial resources.

">

The successful candidate will provide senior-level advice and guidance to the Regional Director and EMRO senior management, ensuring the highest level of integrity and compliance with WHO's rules, regulations, and procedures. They will also be accountable for the overall management and galvanization of Cluster's specialized teams to meet the objectives of the Organization.

Duties and Responsibilities:

  • ">
  • Provide overall leadership, management accountability, and direction of the Cluster in delivering its objectives.">
  • Plan, coordinate, and lead the Business Operations Department's support in human resources, financial management, budget support, general administration, security, logistics, procurement, information technology, risk management, staff health and well-being, and Management of the Regional Office Campus and conference services.">
  • Provide leadership on prevention and response to sexual exploitation and abuse in the Region.">
  • Advise the Regional Director, technical programme Managers, Cluster Directors, and Heads of WHO Country Offices on non-health technical aspects of operational planning.">
  • Provide guidance, coordination, and oversight for operational managers and programme administrative support across the Region.">
  • Build partnerships with External Partners, UN Agencies, Donor, and other stakeholders in various administrative areas.">
  • Exercise primary responsibility in scrutinizing project proposals and agreements in respect of administrative, legal, financial, and staffing implications.">
  • Exercised primary responsibility for staff relations, including incentives and disciplinary matters, promoting a culture of consistent compliance with rules and regulations.">
  • Provide advice on financial aspects of operations and implementation, aiming at optimizing service delivery and arriving at economies-of-scale within given financial parameters.">
  • Create an empowering and respectful working environment that promotes best management practices aligned with global changes in management/administrative roles, responsibilities, and practices.">
  • Lead effective and efficient implementation of WHO's internal control framework in the Region and reporting any major discrepancies.">
  • Collaborate with interlocutors outside WHO on security, project implementation frameworks, host agreements, privileges, immunities, protocol, diplomatic issues with host governments.">
  • Promote integration of Regional and Country Office perspectives and operational capacities into programmes and technical clusters.">
  • Oversee monitoring and evaluation and reporting of the Cluster's area of work to ensure development of key performance indicators and global reporting requirements.">
  • Perform all other related duties as assigned.">

Required Qualifications:

">

Education: Advanced-level University degree in Business Administration, Management, Human Resources, Finance, Supply Chain, Project Management, or related discipline.

">

Experience: At least 15 years of relevant professional experience in managing programmes at international level, with experience in programme/project planning, management, and successful delivery of cross-functional or interdependent projects.

">

Skills: Strong skills in management, policy establishment, team management, resource mobilization, leadership, strategic thinking, re-engineering, and communication.

">

Benefits:

We offer an annual base salary starting at $117,280, variable post adjustment, allowances for dependent family members, home leave, education grant for dependent children, and comprehensive benefits package.
