URC is a global professional organization dedicated to improving the quality of health care, social services, and health education worldwide. With a non-profit affiliate, the Center for Human Services (CHS), URC manages projects in over 45 countries, including the United States.

Established in 1965, URC offers a range of technical assistance to strengthen health and social systems and service quality by empowering communities and health workers to identify and scale up locally appropriate solutions to critical problems. Internationally, we expand access to and improve the quality of services addressing maternal, newborn, and child health; infectious diseases, including HIV/AIDS, TB, and malaria; reproductive health and family planning; food and nutrition; and vulnerable children and families. In the US, we focus on improving communication related to issues like substance abuse, with a particular focus on reaching underserved populations.

**Project Overview**:
USAID/Egypt is designing a 5 year Family Planning Program (Osra) that will aim to improve quality in FP/RH service delivery through increasing demand for voluntary contraceptive use, and enhancing data systems and use for targeted planning, decision-making and to inform policies. The Government of Egypt is highly committed to addressing rapid population growth by prioritizing voluntary family planning efforts, to empower women to participate in the workforce, and engage the private sector.

**Responsibilities**:
The Chief of Party (COP) will provide overall project direction and leadership to ensure all program objectives are met in a timely manner and that technical assistance provided by the program exceeds expectations and facilitates the long-term development. The COP will be supported by and with direct line authority over senior staff and their teams, working as interconnected and interdependent units.
- Manage the program throughout the design and implementation. Oversee the recruitment, placement and technical and professional development of the project’s professional staff, including the 3 main technical teams, monitoring and evaluation, regional personnel, short-term technical assistance and project support;
- Provide technical leadership, collaboratively with USAID, in the design and execution of program strategy and scopes of work and direct strategic planning to integrate and leverage relevant activities, including cross-cutting issues, in the main project areas and nationwide;
- Act as URC’s key point of contact and program representative to USAID.
- Liaise directly with GOE and MoH partners and provide direct and immediate support to identify and meet needs for improved quality primary health care systems, including capacity building and management support for MoH staff;
- Facilitate the management of the project’s main sub-contractors, including maintaining clear and open lines of communication and developing comprehensive scopes-of-work;
- Oversee the set-up and management of the project’s main and regional offices and work closely with the technical Directors to develop targeted technical assistance plans for each region;
- Work closely with USAID and the project’s security sub-contractor to facilitate the development and implementation of a project security plan and policy for staff and partners and troubleshoot challenges as needed;
- Work closely with project’s Director, Finance and Administration and Monitoring and Evaluation Manager to ensure efficient functioning of project administrative systems and maintain adequate internal control; and
- Oversee the development of the project’s knowledge management systems and ensure the timely delivery of high-quality reporting and deliverables.

**Required Experience & Qualifications**:

- Master’s degree or equivalent in Medicine, Nursing, Public Health or related field;
- At least 15 years of relevant management, supervisory, and technical experience working in complex development programs related to primary health care performance improvement that are of similar scope and scale to Osra;
- Chief of Party experience managing a USAID project of comparable size and complexity, strong preferred.
- Demonstrated relevant experience and successful performance in the fields of reproductive, maternal, newborn, and child health (RMNCH.),
