**Responsibilities**:
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), United Nations Office for Disaster Risk Reduction has over 140 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, the United Nations Office for Disaster Risk Reduction guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

This consultancy position is located in the UNDRR Regional Office for Arab States (ROAS). The consultant will work directly under the Deputy Chief of UNDRR Regional Office for Arab States in Cairo.

**Responsibilities**:
The project aims to strengthen multi-hazard risk understanding, governance and management in Yemen and Lebanon. In Yemen, the project will support the development of a National Strategy for Disaster Risk Management (DRM) and Climate Change, National DRM Action Plan, National Platform for DRR and a scoping paper for a Multi-Hazard and Multidimensional Probabilistic Risk Assessment. In Lebanon, the project will support the development of a National DRR Action Plan for the National DRM Strategy.

Under the supervision of the Deputy Chief of UNDRR Regional Office for Arab States, the Consultant will:
1. Provide technical guidance and support to the grantee institution responsible for developing the National DRR Strategy and Platform in Yemen. More specifically, the International Consultant will:
a) Undertake a desk review of national DRR and CCA policies, legislative frameworks, strategies, and plans in Yemen.
b) Provide technical guidance to the grantee institution to develop the policy landscape mapping document and review the draft document to provide advice and feedback until it is finalized and submitted to UNDRR ROAS.
c) Provide technical guidance to the grantee institution to develop the National DRR Platform’s TORs and structure and review the draft document to provide advice and feedback before organizing any national consultation.
d) Review the draft National DRR Platform TORs and structure together with the grantee institution following the national consultation process to reflect the required changes until the document is finalized and ready to be validated in a final validation workshop.
e) Provide technical guidance to the grantee institution to develop the National DRR Strategy while integrating climate information and scenarios and review the draft document to provide advice and feedback before organizing any national consultation.
f) Review the draft National DRR Strategy document together with the grantee institution following the national consultation process to reflect the required changes until the document is finalized and ready to be validated in a final national validation workshop.
g) Co-facilitate the final national validation workshops to present the final National DRR Platform and Strategy documents for final validation and submission to the Ministry of Environment to seek further endorsement from the Cabinet.

2. Provide technical guidance and support to the National DRR Consultant responsible for the development of a National Action plan for the National DRM Strategy in Lebanon. More specifically, the International Consultant will:
a) Undertake a desk review of national DRR and CCA policies, legislative frameworks, strategies, and plans in Lebanon, including the National DRM Strategy that integrates biological hazard risk.
b) Provide technical guidance and support to the National DRR Consultant on the development of the National Action Plan for the National DRM Strategy.
c) Review the draft National Action Plan to provide technical advice and feedback to the National DRR Consultant before organizing any national consultation.
d) Co-facilitate, if needed, the national consultation workshop on the development of the National Action Plan for the National DRM Strategy in consultation with the National DRR Consultant and UNDRR ROAS.
