1. Background:
The Enhancing Climate Change Adaptation in the North Coast and Nile Delta Regions in Egypt Project (ECCADP) aims at supporting the adaptation efforts of Egypt in the North coast and in particular the Nile Delta which is identified by the Intergovernmental Panel on Climate Change (IPCC) in its Fourth Assessment Report as one of the world’s three “extremely” vulnerable deltas in the world. The objective of the ECCADP is to reduce coastal flooding risks in Egypt’s North Coast due to the combination of projected sea level rise and more frequent and intense extreme storm events. Output 1 focuses on constructing 69 km of sand dune dikes at five vulnerable hotspots within the Nile Delta that were identified during an engineering scoping assessment and technical feasibility study. Output 2 focuses on the development of a climate resilient Integrated Coastal Zone Management (ICZM) plan for the entire North Coast of Egypt, to manage long-term risks including climate change.

The ECCADP will facilitate transformational change in the short-term by reducing coastal flooding threats along vulnerable hotspots in the Delta and in the long-term by integrating additional risks of climate change into coastal management and planning, budgeting and implementation of risk reduction measures. The ECCADP is implemented by the Ministry of Water Resources and Irrigation (MWRI) and is jointly funded by the Government of Egypt (GoE), the Green Climate Fund (GCF) and the United Nations Development Programme (UNDP).

The ECCADP seeks to recruit a part-time coastal information / observation system project officer to lead and supervise the procurement and the installation process of the National Observation System (NOS) and the Coastal Monitoring Information Center (CMIC) as key components of the climate resilient ICZM plan for the North Coast of Egypt.

2. Duties and responsibilities

Under the full supervision of the ECCADP executive manager, the officer will have the following duties and responsibilities:

- Review and approve the relevant deliverables of the ICZM study which include the detailed specifications and implementation plan of the operational National Observation System (NOS) and Coastal Monitoring Information System (CMIC) in the northern coast of Egypt.
- Review and provide final specifications of the proposed observation/monitoring equipment and data transmission systems for National Observation System (NOS) and Coastal Monitoring Information System (CMIC).
- Carry out a market analysis to identify the potential suppliers (the leading producers /distributors) of the needed NOS and CMIC equipment.
- Carry out the NOS and CMIC equipment procurement in consultation with relevant stakeholders. This includes, but is not limited to, the preparation of the tender documents, responding to tenders’ queries, evaluation of the received tenders, contracting and coordination with relevant agencies for installation.
- Produce a quality assurance report after NOS and CMIC installation of equipment; including information about reliability, quality, performance, and maintenance requirements of the equipment supplied by the selected vendor.
- Lead and supervise the installation for NOS and CMIC and establish the implementation plan for the identified tasks.
- Collaborate with the project partners and stakeholders on the NOS and CMIC implementing actions, issues and critical interventions, linkages, and coordination of project activities.
- Plan, manage, monitor, and oversee the different stages of NOS and CMIC execution, take decisions and timely actions to ensure results are achieved in consultation with stakeholders and ECCADP executive manager.
- Facilitate and coordinate the institutional setup of NOS and CMIC management committees / units and follow up on all decisions taken to ensure implementation and timely action.
- Be responsible for the required NOS and CMIC reports (progress, technical and financial).
- Establish the work plan, activities, targets, budget, standards for measuring progress and results and determine the processes, tools and methodologies to be used to ensure effective and efficient NOS and CMIC implementation in the future (short and medium terms).
- Ensure compliance of all actions and activities with Egyptian laws rules, regulations, policies, strategies and internal control mechanisms and donor project implementation policies.
- Advise on corrective measures for the any weaknesses in the ICZM activities regarding the NOS and CMIC related tasks.
- Participate in meetings and field trips with the equipment supplier, ICZM consultancy firm and relevant stakeholders.
- Provide expert opinion on matters related to Coastal Information / Observation Systems with the context of the climate resilient ICZM plan.
