**Project Overview and Role**:
Palladium was awarded the USAID/Trade Reform and Development in Egypt (TRADE) Activity contract, which has a 5-year timeframe and a ceiling of $36.3 million. The goal of the TRADE Activity is to increase Egypt’s international trade by increasing exports from SMEs, and in particular New and Expanding Export-Ready Enterprises (NEEREs). This will be achieved by addressing the constraints that impede the competitiveness of Small and Medium-sized Enterprises (SMEs).

In order to achieve the Activity’s goal (increasing exports in selected sectors), Palladium must attain the following three Results:
Enhanced Export Capacity of SMEs, in particular New and Expanding Export-Ready Enterprises (NEEREs)in Selected Sectors
Strengthened Public and Private Trade-Support Institutions (e.g., Trade
Associations, Export Councils, etc.); and
Improved Trade and Investment Policy, Regulatory and Institutional Environment

Background on the assignment:
The USAID TRADE project aims to improve trade and investment policy, regulatory and institutional environment under result 3, which includes five focus areas. The second focus area aims to speed up and reduce the cost and time of moving goods across borders, in compliance with the WTO Trade Facilitation Agreement.

With the overall goal to reduce time and cost to exportation processes, the objective of this assignment is to Support GOEIC, through its Products Conformity Certification Unit (CU) and its industrial lab sector, to be registered as a Conformity Assessment Body at **GSO** to become a **notified body** in order to provide conformity assessment and certification services complying with **six (6)** categories of **GSO technical regulations** of Home Appliances products, (**p**r**o**du**c**t**s **it**e**m**s** **No**s**.** **1,** **2,** **3,** **9,** **10** **and** **13** **in the list No. 2 of the GSO document No. TC143307-01, listing the **G**S**O** **TRs** **of low-voltage of Electrical Appliances and Equipment), and provide its employees (CU & Industrial Labs) with the needed technical assistance (TA) and capacity building (training, coaching, study tours).

**Primary Duties and Responsibilities**:
The consultant is required to perform the following tasks:
**Task 1**: Conduct a gap analysis for the GOEIC’s Products Conformity Certification Unit (CU) and its related industrial labs capabilities to grant the Gulf Quality Mark (G-Mark) for the Egyptian Exports of Home Appliances Products (the six targeted categories) to Gulf Region Countries. As part of the gap analysis, discuss, review, and validate - or otherwise recommend specific revisions for - a preliminary needs list to qualify GOEIC’s CU & Labs in this field (considering field visits to GOEIC premises).

**Task 2**:Based on the gap analysis, develop an integrated workplan with activities, tasks, deliverables, timeline, suggested experts (firms or individuals) to undertake those activities, and estimated cost per activity, for the development and the recognition of GOEIC’s Certification Unit by the Gulf Standardization Organization (GSO) to grant the Gulf Quality Mark (G-Mark) for the six targeted categories: 1) Domestic Electrical Fans, (2) Refrigerators, freezers & other refrigerating or freezing equipment, (3) centrifugal clothes dryers and clothes washing machines, including machines which both wash and dry, (4) Other ovens; cookers, cooking plates, boiling rings, grillers and roasters, (5) Electric instantaneous or storage water heaters and immersion heaters, and (6) Air conditioners. The integrated workplan should include at minimum:

- Training Needs Assessment**:Fundamental Technical and Administrative Training Needs, including the description of required training programs, objectives, and number of the targeted trainees, as follows:

- Technical Training Programs: Should cover all technical training needs necessary for the CU & Lab technicians to be able to fulfill all requirements stipulated in the GSO’s related standards, as well as the requirements for GSO’s recognition considering coaching if necessary.
- Administrative Training Programs: Should include all necessary administrative training to achieve (but not limited): sustainability, Key Performance Indicator (KPI), training of trainers (TOT), and leadership courses for top management. etc.
- In case a study tour to GSO premises and labs for the GOEIC top management and CU and industrial labs technical staff is needed, the consultant must provide a detailed implementation plan for the study tour with estimated cost for it.
