The Role:

Rashpetco/Burullus is a Joint Venture (JV) company operating one of Egypt's largest gas fields.

The JV is the operator of the WDDM (West Delta Deep Marine) Field, which includes offshore wells/ control platform and the 2.3 BCFD gas treatment plant capacity located at Idku.

WDDM production supplying gas to the National Grid and to the adjacent "Egypt LNG" plant for LNG export. Shell is a major partner in both Rashpetco and ELNG.


It also processes 3rd party gas from adjacent fields, and as such has a privileged position to support Egypt's strategy to become a gas hub in the Mediterranean region.


Purpose and Accountabilities
The Technical Support General Manager manages the Subsea, Technical support, Engineering and Brownfield within the Rashpetco Joint Venture. He/She will be responsible for ensuring Engineering operation, maintenance and modification in accordance with Industry standards and best practice. Also has the responsibility over the Subsea Operations Team who manage the subsea intervention, maintenance and repair activities.

The Technical Support General Manager is responsible for the oversight and management of Asset Integrity across the company.

He is expected to be a champion of AIPSM continuous improvement as well as the implementation of the Asset Management System (AMS).

There are significant technical complexities that exist between Maintenance and Reliability, Engineering, Asset Integrity and Integrated Planning. These complexities are managed and resolved by the Technical General Manager

Engineering Management
Implementation of systems to ensure compliance with Shell standards, Egyptian regulations, relevant industry and international standards and practices.
Management of Engineering and certain Procedural and Organizational Change within Operations, including the introduction of systems to manage these.

Shutdown
Effective delivery of major shutdowns or other outages which have material impact on production potential.
Improve shutdown performance whilst maximizing availability and uptime and maintaining profit delivery.

Maintenance

Drive maintenance and reliability improvements through standardized work processes, analysis of maintenance history, optimization of routines and utilization of the common set of group Performance Indicators.


Asset Integrity
Develop the Asset Integrity Management culture within the company to deliver exemplary performance.

Introduce systems to rectify current deficiencies in Asset Integrity Management and monitor progress in implementing these systems against agreed targets.


Business Planning
Provide and coordinate input into the business planning process, both at JV and partner level
Work closely with Performance group to forecast and monitor Production performance.

Budget and Cost Control
Compile OPEX and CAPEX budgets for JV Operations department in line with JV, Shell and partner reporting requirements

Provide an effective management reporting system for the Operations team, such that Capital and Operating costs within Operations can be tracked and managed to achieve the company's targets.


Project Support
Provide assistance to the Project Operations Interface Managers to ensure compliance with international and Shell standards and best practices.

Subsea operations


Provides support to the subsea operations manager to ensure subsea interventions, maintenance and repair activities are carried out as per company standards.


Team Leadership


Provide clear direction and coaching to a team comprised of secondees as well as Rashpetco staff and contractors to ensure the understanding of their part in delivering Rashpetco's performance and Operational Excellence targets.

Drive maintenance and reliability improvements through standardized work processes, analysis of maintenance history, optimization of routines and utilization of the common set of group Performance Indicators.

  • Extensive experience managing technical and operational functions in the hydrocarbon processing industries.
  • Leadership of multidisciplinary teams in a complex and changing organizational environment.
  • Management of Engineering, Procedural and Organizational Change.
  • Utilization and effective interpretation of risk and hazard management tools such as HAZID, HAZOP, Process Safety Review, Quantitative Risk Assessment.
  • Experience of reputation and risk management on materially significant assets.
  • Formulation of Safety and Asset Integrity improvement plans, together with front line leadership of related initiatives,
  • Interaction with and influence of partner groups in order to maximize support for operational delivery.
  • Presentation to and influence of senior management up to and including Regional Executive members.
