Level 3: the post holder will have contact with children and/or young people _either _frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they implement country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process of staff.

**ROLE PURPOSE**:
The Project Senior Officer is responsible for project management of project titled “RAILWAY SAFETY CAMPAIGN FOR ACCIDENT AND INJURY PREVENTION” funded by EBRD. The overall objective of this TC Project is to support Egyptian National Railway (further referenced as the ‘Client’) in preventing more accidents and injuries by raising public awareness around rail safety for local communities including young people, children, and their families. This will involve identifying the hazards, understanding the risks, and sharing key community safety messages around the Egyptian railways while promoting rail as a key part of sustainable and safe travel.

The project will address these main outcomes
- Designing and implementing local educational and awareness campaigns to promote safe practices around railway crossings
- Mobilizing community resources to identify and address risks around railway safety for children traveling to and from schools
- Enhancing local network of individuals or groups working around railway safety in the targeted communities
- Conducting an evaluation and monitoring report for Phase 1 including recommendations for Phase 2

The responsibilities include budget development and management, governorate level coordination and representation with key stakeholders and other government departments/INGOs/NGOs, safety and security, logistics, awards management, including management of project’s team. The Senior Officer will ensure that program interventions, are strategic in terms of Save the Children International overall strategies and effective in meeting project goals and objectives. The SO will be responsible for ensuring that all program resources are engaged in a timely manner and that implementation moves forward according to plans. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

**KEY AREAS OF ACCOUNTABILITY**:
**1. Project Management.**
- Oversee the implementation of programme and operational activities, effectively using the assistance of technical sector advisors and operational support staff.
- Ensure the grant, ensuring that project and reports are delivered according to SC and donor contractual requirements, within the agreed timescale and budget.
- Ensure effective award management system is in place to ensure that donor and SCI requirements are met.
- Responsible for the financial management of the project and assume budget holding responsibilities including: budget forecasting, tracking of expenditures and burn rate through monthly analysis of expenditures, ensure effective /eligible use of project budget.
- Ensure project’s financial processes in close cooperation with the Senior Program Manager and Finance Manager and in line with SCI finance policies and procedures and with grant agreement stipulations.
- Working with the PDQ team and Advocacy, Campaign, Communication and Multimedia (ACCM) team to revise plans and budgets as needed and contribute to Save the Children’s updates to the overall CO strategy.
- In coordination with Senior Program manager, maintain relationships and work in close collaboration with stakeholders, and external consultants for campaign design and implementation.
- In close coordination with senior program maanger, work on the networking platforms with the relevant stakeholders.
- Work with the MEAL and Senior Program Manager on the researches to be conducted within project.
- Contribute to programme planning and MEAL processes.
- Oversee programme implementation to ensure timely delivery of programme activities (for example: DIPs, IPPTs, budget spending plans, etc..).
- Coordinate with the Supply Chain on the project’s supply chain and admin processes to procure, store and distribute stock, supplies and services for the timely delivery of project objectives within the field area.
- Perform other tasks as relevant to the project scope and program management.
- Ensure that children’s activities are safe for children and that all steps are taken to ensure their meaningful and safe participation.
