Job Purpose:

To ensure the timely and cost-effective procurement of construction materials, equipment, and subcontracted services in compliance with project specifications, company standards, and budgetary requirements. The Purchasing Engineer acts as a key link between engineering, project management, and suppliers to secure the best value and quality for all purchases.

Key Responsibilities:

1. Procurement Planning & Strategy

  • Review project drawings, material submittals, and specifications to identify procurement requirements.
  • Develop and maintain the project procurement plan and material tracking logs.
  • Assist in setting purchasing priorities and procurement schedules based on project timelines.

2. Supplier Sourcing & Evaluation

  • Identify, prequalify, and evaluate potential suppliers and subcontractors.
  • Obtain quotations, conduct technical and commercial evaluations, and negotiate prices and terms.
  • Maintain an updated approved vendor list (AVL) in coordination with the QA/QC and engineering teams.

3. Purchasing Execution

  • Issue purchase orders (POs) in accordance with approved requisitions and budgets.
  • Ensure compliance with company procurement policies and contractual requirements.
  • Follow up with suppliers to ensure on-time delivery and proper documentation.

4. Coordination & Communication

  • Coordinate closely with engineering, planning, and site teams to ensure material specifications and delivery schedules meet project needs.
  • Liaise with logistics and warehouse teams for shipment tracking, customs clearance, and delivery to site.
  • Resolve any issues related to material quality, delivery delays, or supplier performance.

5. Cost Control & Reporting

  • Prepare cost comparison sheets and maintain records of all purchase transactions.
  • Monitor and report procurement costs against budget.
  • Contribute to value engineering and cost-saving initiatives.

6. Compliance & Documentation

  • Ensure all procurement activities adhere to ISO standards, safety regulations, and project-specific requirements.
  • Maintain organized procurement files, including POs, quotations, supplier correspondence, and invoices.

Qualifications & Requirements:

Education:

Bachelor's degree in Mechanical, Electrical, or Civil Engineering (or related field).

Experience:

1–4 years in construction or contracting industry procurement.

Knowledge:

  • Construction materials, MEP systems, and equipment.
  • Procurement procedures and supply chain management.
  • Contract and commercial terms (Incoterms, payment terms, warranties).

Skills:

  • Strong negotiation and communication skills.
  • Analytical and cost comparison abilities.
  • ERP/procurement system proficiency (e.g., SAP).
  • Attention to detail and ability to work under pressure.
