HSE Lead

Responsibilities:
•Advise on provisions to minimize safety risks
• Assisting with the development, implementation and review of working policies, process, standards and procedures to promote an efficient, effective, reliable and safe work environment.
• Assisting development, implementation and updating of existing and new HS&E programs and plans.
• Develop and review job specific procedures (JSP) for operations and activities.
• Collaborate with managers to monitor compliance and identify safety issues
• Intervene in unsafe activities or operations
• Liaise with and report to official regulatory bodies on OSH matters
• Lead operational related risk assessment (for routine\ non routine activities) and conduct audits to ensure continual identification of risk areas.
• Conduct pre-risk assessment and hazard identification for new installations, modifications and projects.
• Reviewing and approving contractor HS&E plans.
• Conduct safety audits on the contractors for HS&E compliance to all regulatory and project requirements during the project period.
• Coordinate research that will optimize the interaction between employees and their working environment.
• Lead incident investigations to identify root cause of the incident and proposing suitable corrective action to prevent reoccurrence.
• Conducting HSE induction, training, awareness and toolbox talks, etc.
• Conducting daily inspection, audits and HS&E walks.
• Participate in the final check out of new installation and system modification and ensure that they are safe for operation.
• Evaluate the potential emergencies and crisis that could occur in the facility and develop emergency preparedness and response plan for each possible scenario.
• Organize emergency evacuation drills to evaluate current emergency preparedness and response plan.
• Accountable for chemical management system as part of industrial health and safety programs.
• Develop plan to comply with ISO 45001 and ISO 14001.
• Monthly report on safety matters\performance to HSE manager.
Experience and professional qualifications:
• BSc/Ba in science, engineering or relevant field.
• 3-5 years' experience in the same field.
• Experience in reporting and developing policies.
• Experience in implementing OSH training programs.
• NEBOSH Certificate is a must.
