Tender Manager – Construction Sector

Location:

Kingdom of Saudi Arabia

Job Summary:

The Tender Manager is responsible for leading and managing the complete tendering process for construction projects (infrastructure, building works, maintenance, and both public and private sector tenders). The role ensures full compliance with client requirements while maximizing the company's chances of securing profitable contracts aligned with its strategic objectives.

Key Responsibilities:


• Manage the entire tender lifecycle from initial inquiry to final submission and post-submission clarifications.


• Review and analyze tender documents (RFPs, BOQs, drawings, and specifications) to identify technical, financial, and contractual requirements.


• Coordinate with internal departments (engineering, planning, procurement, finance, and legal) to prepare comprehensive proposals.


• Oversee the preparation of technical and commercial bid submissions.


• Review cost estimates and quantities, and liaise with suppliers and subcontractors to obtain competitive pricing.


• Manage and respond to client clarifications and inquiries throughout the tender process.


• Ensure full compliance with Saudi tendering regulations and government procurement systems (e.g., Etimad Platform).


• Analyze tender outcomes, identify improvement areas, and develop strategies to enhance win rates.


• Prepare regular reports and performance metrics for senior management.


• Maintain and update the company's database of tenders, clients, and suppliers.

Qualifications & Experience:


• Bachelor's degree in Civil Engineering, Architecture, Project Management, or related field.


• Minimum 5–8 years of experience in tender management within the construction industry in Saudi Arabia.


• Strong knowledge of government and private sector contracting procedures in the Kingdom.


• Proficiency in Microsoft Office (Excel, Word, PowerPoint); experience with Primavera or AutoCAD is a plus.


• Excellent command of English and Arabic, both written and spoken.


• Proven experience in managing teams and coordinating across multiple departments.
