The United Nations Development Programme’s (UNDP) work is targeted towards directly combating insurance supply and demand challenges and working side-by-side with the insurance industry to seize opportunities to scale protection and build long-term resilience.

The Insurance and Risk Finance Facility is a flagship initiative of UNDP’s SDG Finance Sector Hub and part of the wider Global Policy Network. The facility is currently operating in approximately 20 countries and is expecting to reach 50 countries by 2025. It will act as a catalyst for the development and delivery of new insurance products, tools and services, while also investing in the long-term transformation of insurance markets, with the goal of strengthening country and community resilience to socio-economic, health, climate and other shocks. Beyond transferring risk, the facility will leverage the expertise and capacity of the insurance industry to reduce risks, by focusing on integrating this expertise into development frameworks and financing.

UNDP will work to build insurance markets in Egypt through legislative and regulatory reform alongside institutional capacity development. This work will be supported by investment in advocacy, training and education, as well as collaboration with industry partners on the development of insurance products tailored to new markets and new clients.

Institutional Arrangement:
The NPO will report to the Policies and Partnerships Team Leader and will ensure implementation mechanisms such as a National Steering Committee and technical working groups are established and meet regularly, that all planned workshops, technical studies and other activities are organised in a timely manner, and that they meet expected quality standards.

Coordination with the Regional IRFF focal point and IRFF in HQ on a regular basis.

**Responsibilities**:
The National Project Coordinator (the “Coordinator”) will be responsible for the overall management of in-country activities, ensuring a proper workplan and budget is in place and implemented within set timelines, with an effective national team and strong partnerships.

Technical Programme Coordination

Lead the process of identification, selection and supervision of national consultants and experts, in close collaboration with the UNDP Country Office and the IRFF Regional Advisor and write/revise terms of reference for review by relevant national IRFF team members
Support the UNDP CO in relevant analytical and policy-oriented work on insurance and risk financing.
Provide technical advice to support the implementation of the project
Analyse local context and identify potential synergies with UNDP’s policy and development work in-country at national / sub national level and map out emerging trends and opportunities for the region.
Conduct research and write and edit sections of technical reports as required.
Review all national level deliverables to ensure quality and consistency with the IRFF methodology.
Develop talking points, briefing notes, case studies, press releases, web articles and other media products as required.

Operational Implementation of the Project

In consultation with the UNDP Country Office and Global IRFF Team and supported by the Regional Specialists, elaborate/revise the work plan and budget and submit draft workplans/budgets timely for the bi-annual budget revision process (30 June and 31 December of each year);
Ensure a timely identification of risks in implementation at the national level and communication to the global IRFF team.
Organise monthly meeting with IRFF Regional Specialist.
Supervise the work of national experts and institutions to ensure outputs are delivered on time, within the set budget, and to high quality standards
Signal any delays in national deliverables compared to the workplan to the Regional Specialist and UNDP Country Office focal person.
Fully support any IRFF related missions in the framework of the program.

Strategic and Multistakeholder Engagement

Organise all relevant project workshops in a consultative manner, involving a wide variety of stakeholders, including the government, private sector, NGOs, donors and academia.
