**_ Objective:_**

The objective of the consultancy is to support implementation of the “Integration and Improvement of PHC services” including in communities enrolled in Haya Karima initiative or benefiting from the new SHI. The overall objective will be achieved through the following sub-objectives:
Monitor the deployment of cold chain and waste management systems and supplies in the target governorates.

Increase capacity of managers of primary health care centers on leadership and management.

Improve management of health facilities through the implementation of the health information system at different administrative levels.

Ensure that accurate data monitoring systems are in place and used for local decision-making level.

Establish sustainable health and nutrition and early childhood development coordination at the district and governorate level.

Improve capacity of health service providers at the PHC and other relevant service delivery personal and social workers to deliver quality health and nutrition ECD and parenting services within the healthcare system.

Improve supply chain management at PHC level.

Develop and implement mechanism for community participation in health promotion and prevention.

Improve use of social media and other communication platforms to engage communities and raise awareness in relation to health, nutrition, and child development.

**_ Methodology:_**

The Field Coordinators will be an extended arm of UNICEF in the field, ensuring that joint agreed upon activities are implemented in the priority governorates districts and facilities in a coordinated manner.

Duties will entail regular field visits in the assigned governorate/s for monitoring, follow-up, and supervision of field activities, as per the below mentioned activities which are included in the 2023-2024 Annual Work Plan with the MOHP

The time allocation in percentage as per the required assignment are as follows:

- 50% technical activities: monitoring/field visits to Primary Health Care (PHC) units and other facilities implementing the project and providing technical support and guidance.
- 30% coordination activities
- 20% reporting, updating data and attending meetings

The consultant will ensure day-to-day implementation and monitoring in the field, through the following actions:

- Facilitating coordination between different departments of the Ministry of Health and Population at governorate, district, and community level.
- Leveraging partnerships with local civil society organizations, community, and religious leaders for the improvement of health care services and social and behavioral change in the community for improved health and nutrition.
- Providing training and support to health care managers / supervisors on evidence-based planning, monitoring, and the use of data in decision making.
- Oversee trainings of service providers on maternal and newborn health, infant and young child feeding, and early childhood development in addition to facilitating creating further partnerships at the local level.
- Mobilizing community volunteers to reach families and disseminate awareness messages.
- Disseminate health and nutrition messages using new technology and social media (including WhatsApp, Facebook, Rapid-Pro).
- Monitor quality of services and support PHC management to develop and implement quality improvement initiatives.

The process should be participatory, bringing together multiple stakeholders to share knowledge and insights.

- Sensitize community on proper health and nutrition practices, including by overseeing partners leveraging their social media and other communication channels.
- Leverage partnership and establish coordination with the primary and secondary care sectors of the MoHP, private sector, academia and NGOs in local governorate.
