Level 3: the post holder will have contact with children and/or young people _either _frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

**ROLE PURPOSE**:
The position holder will be responsible to Coordinate all supply chain activities for the Humanitarian responses being executed in Egypt. Including overland transport to the boarders strip, warehouse and preparedness stock, handling and coordination of supply chain issues, including procurement, warehousing activities in consistency with Save the Children policies and procedures, in the HQ (Cairo) for the humanitarian response.

**Travel**: possible travel to governorates around 10-15 %.

**KEY AREAS OF ACCOUNTABILITY AND DELIVERABLES**
- Ensure that Save the Children procurement policies and procedures are implemented and adhered to throughout the programme, briefing and supporting relevant staff as required.
- Ensure that the procurement process is appropriate and cost effective, based on budget, markets, infrastructure, nature of the Save the Children programmes, and need for timely delivery - i.e. Benefit Tracking.
- Oversee the strategic Framework Agreements (FWA) and monitor the spend, make sure renewals or additional framework agreements are developed as necessary.
- Oversee the warehouse team and ensure all stock in appropriately stored and accounted for.
- Regularly monitor control mechanisms and key performance indicators for the procurement function and report/recommend improvements where necessary to the relevant stakeholders.
- Ensure regular and informative updates to the senior management.
- Keep the response team updated on the movement of cargo from Egypt into Gaza
- Contribute as appropriate towards the CO Emergency Preparedness Planning (EPP).
- Manage and support the procurement staff including ensuring appropriate team structures, clear division of responsibilities, clear objectives and management of performance.
- Ensure effective coordination and regular communication within the procurement team.
- Ensure that the procurement staff have attended the SCI mandatory supply chain training as part of building the capacity of the team.
- Follow Save the Children standard procurement practices and keeping records to fulfil audit trail standard.
- To ensure RFQs are prepared with accurate information that can lead to accountable and fair competition among suppliers.
- Communicate with requesters in case there are challenges in execution of their PRs to ensure potential delay communicated in advance and that the requesters are aware about the risks.
- Keep track all deadlines or closing date of quotation submissions and facilitate Competitive Bid Analysis (CBA) and/or procurement committee meetings with prior notification delivered to committee members.
- Ensure CBAs and meeting minutes are written accurately and contain important information on how analysis of quotations carried out and what reasons for selection of supplier and ensure the documents are approved.
- Keep track on payment process and communicate as necessary with suppliers regarding payment progress.
- Ensure necessary authorization / approvals are always obtained on all documents
- Ensure all documents are stored in the database accurately and in timely manner
- Take cover tasks from other colleagues in the department in his or her absence.
- Taking additional responsibilities or other tasks as assigned by line manager.
- All relevant child safeguarding in supply chain policies and guidelines are implemented at all times.
- Procurement is achieved in a timely manner.
- Correct and up-to-date procurement trackers are shared with all stakeholders in a timely manner.
- Be aware of all updated regulations, SOPs and guidelines related to shipping goods across the border to Gaza
- Flow of cargo is happening in a smooth manner.
