**Trade Policy Advisor**
***Primary Duties and Responsibilities**:
Under the supervision of the R3 Team Lead, the Trade Policy Advisor will be responsible for continuously investigating and assessing the existing trade policy rules and regulations and their compatibility with creating an enabling and conducive business environment and proposing trade policy reform agenda to enhance the trade regulatory framework and ensure sustainability and ownership of reforms. The trade policy advisor will follow an adaptive approach to implementation depending on GOE policies and interests, openness to reform, and SME engagement.
**TASKS**
- Continuously identify and assess the trade policy constraints affecting SMEs and propose policy reform agenda validated by the private sector.
- Collaborate with Results 1-2 colleagues to pinpoint trade policy constraints affecting SMEs in target sectors.
Help GOE and private sector partners to strengthen public-private dialogue on trade policy.
- Support SMEs to take advantage of bilateral, regional, and multilateral trade agreements through increased awareness.
- Collaborate with the relevant Trade Support Institutions to advocate for trade policy reform and build their capacities when needed.
- Facilitate roundtables and events related to trade policy with the different governmental and private sector stakeholders.
- Responsible for developing progress reports, workplans, reporting on indicators, communication materials, policy briefs, issue briefs, success stories, and other content pieces as needed.
- Support the Result 3 lead in planning, implementation, monitoring and evaluating of activities, including development and tracking of indicators for the trade policy framework focus area.
- Help integrate gender considerations in all relevant trade policy discussions.
- Support capacity building and training activities related to the trade policy framework focus area.
- Conduct any other activities related to trade policy as may be delegated by the Result 3 lead.
**Required Qualifications**:
- 10+ years of overall relevant experience in international development, trade and policy reform, and with specific working experience in SME development in Egypt.
- An advanced degree in business, economics, public policy, or related field; experience working on a USAID project is a plus.
- Prior experience working with the GOE on policy issues and its enabling environment.
- Experience facilitating discussions with policy makers.
- Excellent writing skills in both English and Arabic Language.
- Well organized, strong analytical skills, innovative, and demonstrated personal initiative.

USAID’s Trade Reform and Development in Egypt (TRADE) project builds on decades of U.S. investments in Egyptian businesses and economic policy with the aim of substantially increasing Egyptian exports from Small and Medium Enterprises (SMEs). The TRADE project focuses on six selected sectors: engineering products, food processing, home têxtiles, ready-made garments, chemicals, and building materials. Through the project, USAID works with the Government of Egypt to improve the trade and investment policy environment and reduce barriers to trade.
