**Project Overview and Role**:
Trade Reform and Development in Egypt (TRADE) is a USAID funded project, to increase Egypt’s international trade by increasing exports from small and medium-sized enterprises (SMEs), in the activity’s “selected sectors”. The TRADE Activity will focus on certain sectors which are Engineering Products, Food Processing, Home têxtiles, Ready Made Garments, Chemicals, and Building Materials
The TRADE Activity will achieve the following three Results that are necessary for the contractor to reach the Activity’s goal:
- Enhanced Export Capacity of SMEs, in particular New and Expanding Export
- Ready Enterprises (NEEREs)[1] in the Selected Sectors;
- Strengthened Public and Private Trade-Support Institutions (e.g., Trade Associations, Export Councils, etc.); and
- Improved Trade and Investment Policy, Regulatory and Institutional Environment
TRADE is looking to hire a short-term expert to design an “export” function that would be embedded within Egyptian banks and to collaborate with the National Bank of Egypt to integrate that function on a pilot basis within the National Bank of Egypt (NBE).
**Level of Effort** - 20 person days, including at least 15 person days in Egypt
**Primary Duties and Responsibilities**:
While commercial banks in Egypt have dedicated departments offering financial and non-financial services to companies and individuals for the facilitation of purchasing cars/ machinery for companies, the exporting sector with all its financial and non-financial needs has been never directly addressed by an export-focused department/function within Egyptian banks.
The objective of this assignment is to hire a Short-Term Technical Advisor to conduct market scanning and analysis to assess the feasibility and design the strategy for the establishment of an “Export Club” within commercial banks in Egypt based on international best practices and to work with the NBE to develop a workplan for setting up such an export function at NBE.
The consultant is required to conduct an in-depth research and analysis through the following:
- Scan the international market for at least 3 best practices in the area of the establishment of “Export Clubs “in commercial banks in countries with successful track records in exports.
- Outline/design a template that would incorporate key features (what/who/how/when) of an export function (“export club”) that could be embedded within Egyptian commercial banks.
- Incorporate within this template, in close collaboration with the TRADE team, how such “export clubs” would join forces with TRADE to increase/improve services that commercial banks provide to exporters while serving TRADE’s objectives.
- Design, in collaboration with TRADE and NBE, a feasibility study for a pilot “export club” within NBE, including at minimum the following:
- The clear value proposition for joining the membership of the “Export Club” of NBE
- The vision, mission, and business approach of the “Export Club” to be recognized and sustained as Egypt’s gateway to support and do business with SMEs.
- The expected impact of the newly established “Export Club” on the development and internationalization of more Egyptian companies, especially SMEs.
- The type of governance the “Export Club” will have
Staffing strategy for the club in terms of size and qualifications
- The potential stakeholders of the “Export Club” from public sector, chambers of industry/commerce, export councils and other business associations in addition to NGOs and how the relationship would be managed.
- The initial key sectors to be supported by the Export Club
- The type of business support to be offered to club members belonging to the selected sectors; both financial and non-financial
- The online and offline activities initiated by the club
- The marketing and communication strategy for the club and its activities
- Sources of funding, revenue streams and ideas for cost recovery
- Sustainability plan
The STTA is expected to work in very close coordination with both TRADE’s Result 2 team & NBE’s SMEs’ Division.
**Deliverables**
- A report and a power point presentation covering the first three activities outlined above (i.e., international best practices, template outlining key features of export clubs, terms of collaboration between such export clubs and TRADE).
- A mini-feasibility study (report and PPT) for setting up an export club at NBE covering at minimum the topics outlined under “activities” above.
- Brief consultancy report describing the purpose of the consultancy, progress achieved, observations, issues and/or problems encountered, and details of expected follow-on activities by TRADE or its stakeholders.
**Required Qualifications**:
- Deep knowledge of the Egyptian Trade/Export market and Egyptian exporting companies’ needs as well as the challenges they face.
