Project Overview and Role:
USAID’s Trade Reform and Development in Egypt (TRADE) project builds on decades of U.S. investments in Egyptian businesses and economic policy with the aim of substantially increasing Egyptian exports from Small and Medium Enterprises (SMEs). The TRADE project focuses on seven selected sectors: engineering products, food processing, home têxtiles, ready-made garments, chemicals, printing and packaging, and building materials. Through the project, USAID works with the Government of Egypt to improve the trade and investment policy environment and reduce barriers to trade. USAID also partners with business associations and export councils to strengthen the trade services ecosystem for small
- and medium-sized exporters, as well as with private companies to help them access new international markets to increase export sales. TRADE tackles many trade and investment-related issues to sustainably increase Egyptian exports and drive economic growth.

Primary Duties and Responsibilities:
MAIN ACTIVITIES

The accountant’s role entails supporting the finance manager in handling the comprehensive financial aspects of the USAID TRADE project. This includes various responsibilities related to financial management, reporting, and analysis. The accountant plays a crucial role in ensuring the accuracy and integrity of financial data, monitoring expenditures, conducting financial analysis, and facilitating compliance with financial policies and procedures. By fulfilling these responsibilities, the accountant contributes to the USAID TRADE project's overall financial success and transparency.

TASKS

Process day-to-day transactions, including managing relevant documents and facilitating transfers within and outside Egypt.

Review supporting documents for completeness, accuracy, and compliance with USAID requirements, internal policies, and Egyptian laws while ensuring the implementation of best practices and internal controls for project activities.
Maintain financial records and files following established procedures.
Ensure timely payment of office utilities and routine expenses.
Track expenditures, staff advances, consultant payments, and accruals.
Assist in monitoring bank accounts, funds, and payment status.
Support project teams in preparing monthly cash forecasts.
Assist in preparing weekly cash flow reports and supporting schedules.
Prepare payroll for full-time and part-time staff and process related payments (staff, tax authority, social insurance authority, etc.).
Liaise with the bank to facilitate opening payroll accounts for new staff.
Provide orientation and training to other teams to ensure compliance with internal policies and donor requirements.
Assist in conducting field inspections and internal audits.
Support project staff in addressing any finance-related issues.
Undertake any other duties as assigned by the Finance Manager.

Required Qualifications:
QUALIFICATIONS

Holds a university degree in Accounting or Finance.
Possesses a minimum of 7 years of accounting experience at least 4 years professional experience in similar projects or the development field.
Demonstrates a solid understanding of applicable tax and social insurance laws and regulations.
Exhibits sound knowledge of auditing practices and principles.
Capable of working effectively in a fast-paced environment.
Displays a high degree of attention to detail and accuracy.
Familiarity with regulatory, legal, and financial compliance requirements associated with USAID is desirable.
Very good at written and oral English communication, with excellent skills.
