Under the guidance and supervision of the Chief of Private and Public Sector Partnerships the Resource Mobilization and Reports Specialist position’s purpose is to deepen and strengthen partnerships with UNICEF’ public sector donors and partners, The Specialist is responsible for all aspects of donor reporting and donor proposals based on information gathered from programme sections. The Specialist is the focal point for public sector donors, as they coordinate the various interventions within the office with partners, exchange knowledge, mobilize resources as well as advocate for funds to support UNICEF achieve results for children within the scope of assignment.

**How can you make a difference?**
- Seeks and promotes new partnerships and resource mobilization, working with UNICEF colleagues to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs.
- Implement the resource mobilization plan to support timely and cost-effective delivery of results, in accordance with UNICEF’s partnership strategy and in coordination with the Communication and Advocacy Strategy..
- Receives and screens inquiries from potential partners and facilitates communication with appropriate UNICEF staff. Scans and scouts external environment within designated partnership area for opportunities and risks and shares information in a timely fashion with relevant UNICEF staff.
- Develops and maintains deep knowledge and familiarity with current and prospective public sector partners and relevant stakeholders, contributing to a database of key contacts and to UNICEF’s base of knowledge on partnership and resource mobilization.
- Acts as a focal point for identification and pursuit of opportunities for outreach, engagement, policy influence and collaboration, including on how to anticipate and respond to partners’ concerns and priorities. Ensure UNICEF’s team are briefed on the partners processes, procedures and conditions.
- Contributes to the development of new partnership and resource mobilization practices and approaches by formulating recommendations for action based on on-going monitoring, analyzing current trends within designated partners and formulating recommendations for strategy approaches and message development.
- Contribute to the development and management of advocacy initiatives for high-level outreach, including for UNICEF’s Senior Management.
- Ensure effective grant management in line with relevant Standard Operating Procedures relating to timely allocation of funds, issuance of payment requests, no-cost extenions, reprogramming requests and other donor-facing administrative processes.
- Collaborate with the Deputy Representative and Section Heads to compile, produce and disseminate mandatory grant and programme related reports in line with donor and internal reporting requirements and standards
- Support missions (partners, national committees) through the preparation of briefing documents for advocacy or information sharing.
- Draft, review and negotiate funding agreements (MoUs) for public sector donors in close collaboration with relevant Public Partnerships Division and Legal Department to ensure country office compliance to UNICEF rules and regulations and reduce transaction costs.
- Seek synergies between resource mobilization and advocacy and external communications efforts to enhance partners visibility, advocacy through use of media, external visits, briefings etc.

**To qualify as an advocate for every child you will have**

Education: An advanced university degree is required in one of the following fields: international relations, political science, communications, international development, or another relevant technical field..

Experience: A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant area

Language: Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset
