CARE seeks a **Senior Technical Advisor (STA), GBV and Social Norms** for the anticipated **USAID-funded Ending Violence against Women and Girls Activity (EVAW/G)**. This five-year, $15M project aims to address and eliminate violence against women and girls, including female genital mutilation/cutting (FGM/C), child, early and forced marriage (CEFM), and seasonal marriage as a form of trafficking in persons.

The Activity will: (1) support positive behavioral change to end VAW/G; and (2) expand access to quality integrated VAW/G support services and responsive interventions, such as medical, legal, psychosocial, and economic empowerment services. The Activity will respond to the U.S. and Egyptian Governments’ shared policy priorities focused on gender equality and women’s empowerment.

This activity is a five-year $15M program.

Location: Cairo, Egypt

**Primary Responsibilities**:

- Lead the implementation of GBV and gender interventions.
- Provide strategic leadership to design, plan, implement and evaluate community mobilization activities across the project to transform harmful gender and social norms and behaviors that contribute to GBV.
- Develop tailored project curricula based on evidence based VAWG prevention approaches and conduct a Training of Trainers for key project partners and staff.
- Support trainees to implement the curriculum at the community level with regular mentorship, coaching and supportive supervision.
- Oversee programmatic and technical aspects related to comprehensive, multi-layered social norm and community mobilization activities, ensuring social norms efforts are evidence-based, community-driven and in line with provisions of the award.
- Lead development or adaptation of programming tools around GBV and social norms prevention and GBV and social norms response/services.
- Serve as the project’s Safeguarding Focal Point for the project and ensure compliance with CARE’s PSHEA policies and Code of Conduct.
- Establish and cultivate relationships with partners and government to ensure that gender and social accountability issues can be shared and addressed.
- Contribute to the project’s Learning Agenda by identifying key questions and opportunities during the gender/GBV analysis and baseline assessment phase.
- Collaborate with the measurement team to develop and use project monitoring and learning tools.
- Prepare internal and external technical reports as needed for the project.

**Qualifications**:

- Master’s degree in gender/women’s studies, social work, sociology, international development, or other relevant field.
- 5-7 years of professional work experience in gender, social work, or public health, including experience with GBV programming (i.e., training, designing curricula/manuals, evaluation/research, and/or program design).
- Demonstrated experience in gender-related development activities; gender-based violence prevention and service provision; and institutional capacity building of, and coordination among, a variety of government ministries with experience in Egypt or the Middle East/North Africa region preferred.
- Experience managing complex activities involving coordination with multiple program partner institutions.
- Demonstrated ability to build and maintain relationships with host governments, project stakeholders, local organizations, and partners.
- Demonstrated commitment to principles of Gender Equity, Diversity, and Inclusion.
- Demonstrated commitment to Prevention of Sexual Exploitation and Harassment (PSEAH).
- Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
- Written and oral fluency in English and Arabic (Egyptian dialect preferable) is required.
- Experience recruiting, developing, and managing staff and teams.
