**JOB PURPOSE**:
The Regional Monitoring team is providing technical support and oversight to 15 countries (Algeria, Libya, Tunisia, Egypt, Yemen, Jordan, Syria, Lebanon, Iran, Iraq, Turkey, Ukraine, Armenia, Palestine, Moldova) during their implementation of the Country Strategic Plans (CSP). The team guides and ensures that the CSP Monitoring, Review and Evaluation plans will provide the most relevant and strategic information toward achieving expected results, while being compliant with WFP corporate monitoring requirements.

The job holder will report to the Senior Regional Programme Advisor and will work closely with the Research, Assessment and Evidence team to support specific tasks outlined in the Terms of Reference, while ensuring consistency and holistic support to country offices in relation to the integrated map processes (IRM) and in adopting the United Nations Sustainable Development Cooperation Framework (UNSDCF) approach. The incumbent will be expected to deploy to support the Country Offices M&E staff with the development and implementation of Monitoring, Review and Evaluation Plans (MRE) aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes oversight of COs monitoring activities, supporting design and implementation of thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring capacity.

**KEY ACCOUNTABILITIES (not all-inclusive)**:
1. Support CO colleagues in the design and strengthening of monitoring frameworks to track progress against corporate commitments of key thematic areas that are relevant to their CSPs, through remote and in-person technical advice.
2. Build capacity of WFP CO staff and partners through development and delivery of training and information sharing to increase COs awareness of the importance of monitoring and evaluation, evidence and overall performance management and promote individual and organizational accountability across WFP.
3. Provide technical support to ensure that COs monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate result framework (CRF).
4. Liaise closely with COs to ensure the completion and quality of monitoring data in COMET in preparation for Annual Country Reports and provide guidance to COs in order to calculate and analyze their outcome information.
5. Support the collection and review CO monitoring inputs in preparation for the APR.
6. Support COs in their conduct of Mid Term Reviews and other thematic reviews of CSPs, including the development of tools and guidance to prepare the results analysis that are required to support the Mid Term Reviews.
7. Support CO Management in addressing recommendations from Mid Term Reviews and thematic reviews to ensure that follow-up actions are taken as required in complex portfolios.
8. Support COs in development and revisions of logframes.
9. Contribute to the development and implementation of country national government and inter-agency monitoring, reporting and evaluation frameworks, including United Nations Cooperation Development Framework (UNCDF) aligned with nationally-owned sustainable development goals.
10. Support COs with development of MRE plans and monitoring budgets that will provide the most relevant and strategic information to manage progress towards achieving expected results, while being compliant with WFP evaluation and monitoring requirements.
11. Contribute to the production of monitoring reports with status of results and implementation progress.
12. Support the operationalization of RBC Regional Monitoring Strategy and Action Plan
13. Represent WFP at regional and inter-agency meetings to contribute to technical discussions, exchange knowledge and experiences, promote the importance of monitoring and evaluation, identify opportunities for strengthening regional monitoring and evaluation capacity and develop strategic partnerships.
