- **PROJECT BACKGROUND**

The Business Egypt Program is a five-year, USAID-funded program implemented by DAI. Business Egypt aims to substantially increase sales revenues and investments among Egyptian micro, small, and medium-sized enterprises and, by so doing, create new job opportunities, especially for women and youth. The project will co-invest with an ecosystem of institutions—business service providers, business associations, supportive government institutions, and more—to offer new products and services enabling MSMEs to better meet market demand and increase their sales. Business Egypt’s proposed sectors are renewable energy, ICT, and 3 additional sectors TBD. The project will operate from offices in Cairo, Alexandria, and Minya/Assiut (TBD).

**2. POSITION DESCRIPTION**

The Partnership Development Manager will manage the overall process of issuing and implementing partnership agreements with Business Egypt partners. He/She will work with the project’s Objective Leads and the DCOP to identify MSMEs ready for partnerships and will monitor the firms’ progress against clearly defined performance goals, advising on the continuation of investment support or recommending that investments be made elsewhere. He/She will ensure that partners are meeting their monetary co-investment and performance goals, as well as tracking progress on sustainability and activity timelines. He/She will ensure that each partnership uses the appropriate implementation mechanism and is that activities are compliant with DAI and USAID rules and procedures.

**3. KEY DUTIES AND RESPONSIBILITIES**
- Oversee the development of partnership agreements, working closely with Objective Leads and regional staff to identify constraints, negotiate cost share/milestones/deliverables, map out roles and responsibilities, and ensure the appropriate value chain and technical expertise is delivered.
- Liaise with the DCOP to ensure programmatic synergy across components.
- Devise and assist in the design, development and implementation and program monitoring and evaluation of partnerships.
- Providing procedures and policy guidance and interpretation to staff and partners to ensure adherence to partnership management policies and manual.
- Ensuring proper negotiation of the terms and conditions for partnerships.

**4. QUALIFICATIONS**
- Bachelor’s degree in business, or other relevant field and 9 years of relevant experience;
- Prior experience as a grants manager like role on donor funded projects is desirable;
- Must have experience working with the private sector in donor funded project, with preference for experience working with business development services and experience in identifying constraints to growing MSMEs.
- Excellent writing ability, fluency in English, and effective cross-cultural interpersonal skills.
- Demonstrated ability to resolve work issues with senior country counterparts, donor representatives, and senior-level staff.
- Experience in relevant technical, management, administrative, and capacity building experience in Egypt.
