**Job Location: New Cairo/ Egypt**
**Job Summary**:
As a Human Resources Manager you will set the tone for the entire human resources department across the region.
You will help to ensure that the organization runs smoothly, from managing employee relations to payroll to compliance issues. As HR manager you will be the first point of contact for all HR communications, leading the HR team to ensure that all day-to-day duties and responsibilities are proactively undertaken and that all relevant professional standards are met.
**Job Qualifications**:
- Bachelor degree in any discipline
- Regional experience (North Africa Countries)
- Experience in managing team across different countries
- Experience in payroll management and labor law is a must
- Fluency in both Arabic and English languages, French is a big plus
- 5 to 7 years of experience in which at least 3 years in the same position
**Role Responsibilities**:
HR General:
- Provide end to end HR support to Business and line managers based on a deep understanding of portfolio needs.
- Collect and organise HR data to conduct basic trend analysis on HR Data for a specific portfolio
- Attend and provide advice to matters relating to wellness concerns
- Deliver HR specialist support according to requirements and within governance framework
- Support the delivery of the HR objective in specific portfolios in accordance to agreed timelines
- HR Compliance (Retrenchments, restructuring, legal country specific protocols)
- Implementation of HR policies, strategies and HR controls to support CBRE Excellerate business strategies and plans
- Provide Weekly, Monthly and Quarterly Stats for Management & Board reporting within specified timelines.
- Onboarding and benefit management for new starters
- Off-boarding and management of cancellation of employment and benefits when employees exit + Exit Interview + Submission of exit document to respective authorities or service providers on a timely manner.
- Implementation of strategies to promote and sustain a positive culture aligned with the company’s values and goals
- Assist to design and execute initiatives to enhance employee engagement and satisfaction, including surveys, feedback mechanisms and recognition programs.
- Lead change management initiatives aimed at improving organizational effectiveness and agility
Performance Management & Development:
- Probation reviews - ensure 3-month probation reviews are done for all new starters in the business.
- Enable and empower line managers to be conduct meaningful performance management evaluations
- Support line managers in the performance management of poor performer
- Educate business on performance evaluation scores and evaluation process
- Provide coaching and mentorship opportunities to employees and managers to promote career growth and development opportunities
- Co-develop plans for successors for key positions (Succession planning)
- Ensuring all ratings for all portfolios are submitted within the required timelines for salary increases and bonus reviews.
Recruitment:
- Facilitation from start to end of recruitment process
- Ensuring compliance of recruitment process (Approvals, vetting, interviewing, etc)
- Ensuring compliance to best practice as per region
Implement Employee Relations Strategies and Plans
- Provide support on all industrial relations issues
- Continuously advise and coach Line managers to comply with organisational and legal requirements throughout all disciplinary proceedings
- Hearings are attended and/or coaching is provided to ensure procedural and substantive fairness at all times
- Effectively monitor the outcomes of hearings to ensure that the same outcomes are procedurally communicated to all relevant parties
- Ensure that grievances are effectively handled and resolved within the required time frames
- Management of risk related to employee relations manager
Training and Development:
- Work with training and development to identify and manage training plan for specific portfolios that needs to be delivered within the agreed/specific timeframes and ensure outcomes are appropriately measured and reported on.
Payroll & remuneration management
- Ensuring input for new starters, changes and terminations are processed within stipulated timelines
- Ensuring Increases & Bonuses are loaded and processed as per country and portfolio specific requirements
- Ensure payroll is always updated as per country payroll updates (Social Insurance, Tax, etc )
Compliance
- Ensure compliance with Health and Safety.
- Support the business in ensuring any other labour law or legislative requirements are adhered to.
- Egypt (Ensure keeping maintained with 5% disabilities against HC number).
- Ensure all government related documents are submitted and received on time.
- HR investigation in addition to QHSE or Compliance are involved depending on the incident and ensure action is taken based on country laws.
