Supply Chain Manager

1. Main Job Purpose

The Supply Chain Manager ensures the smooth flow of materials, information, and services across the entire supply chain—from sourcing and purchasing to logistics, customs clearance, warehousing, and distribution—supporting the production of golf cars, monster cars, beach buggies, and forklifts
. This role focuses on
cost optimization, quality assurance, timely delivery, and compliance with international and local regulations
, while leading a cross-functional team across four departments:
Foreign Purchasing, Local Purchasing, Logistics, and Warehouse

2. Key Responsibilities by Department

A. Foreign Purchasing (Direct & Indirect)

Objective:
Secure cost-effective, high-quality imports from global suppliers and manage the complete international procurement cycle.

Responsibilities:

  1. Supplier Management & Development

  2. Identify, prequalify, and onboard international suppliers.

  3. Maintain a supplier database with commercial, technical, and compliance records.
  4. Conduct regular supplier audits (quality, financial stability, ethical compliance).

  5. Procurement Process

  6. Convert material requirements into purchase requisitions.

  7. Issue RFQs (Request for Quotation) and analyze offers (price, lead time, quality, payment terms).
  8. Negotiate contracts and framework agreements.
  9. Issue and track international purchase orders.

  10. Financial & Contractual Management

  11. Work with finance to arrange Letters of Credit (L/C), bank transfers, and payment schedules.

  12. Validate supplier invoices and reconcile against POs and shipment documents.
  13. Monitor foreign currency exchange impact on procurement cost.

  14. Import & Shipping Process

  15. Manage supplier shipping instructions (packing, labeling, export docs).

  16. Select shipping mode (sea freight, air freight, courier, land transport).
  17. Book freight with approved forwarders.
  18. Track shipments and update delivery schedules.

  19. Customs Clearance

  20. Classify goods under correct HS codes.

  21. Prepare customs documentation (invoice, packing list, bill of lading, certificate of origin, etc.).
  22. Coordinate with customs brokers and clearing agents.
  23. Resolve clearance issues, disputes, or rejections.
  24. Minimize demurrage, detention, and penalties.

  25. Performance Monitoring

  26. Track supplier OTIF (On Time In Full) performance.

  27. Maintain KPI dashboard: procurement lead time, landed cost savings, quality issues.

B. Local Purchasing (Direct & Indirect)

Objective:
Build and manage a reliable domestic supply network to cover both direct production needs and indirect/operational needs.

Responsibilities:

  1. Local Supplier Development

  2. Map local market for raw materials, spare parts, consumables, and services.

  3. Encourage localization of parts to reduce reliance on imports.
  4. Conduct site visits and quality checks on local vendors.

  5. Procurement Execution

  6. Manage purchase requisitions from all departments.

  7. Obtain at least 3 quotations for competitive bidding.
  8. Negotiate pricing, delivery terms, and payment conditions.
  9. Issue local purchase orders via ERP system.

  10. Direct Procurement (for Assembly)

  11. Source and procure chassis components, body parts, batteries, tires, seats, and other parts.

  12. Maintain buffer stock agreements with local suppliers.

  13. Indirect Procurement (Support Functions)

  14. Purchase tools, consumables, lubricants, safety equipment, IT hardware, office supplies, facility services, etc.

  15. Handle urgent/emergency purchases to avoid downtime.

  16. Contract & Compliance

  17. Draft and manage long-term contracts and service agreements.

  18. Monitor compliance with quality standards, delivery reliability, and safety requirements.

  19. Performance Monitoring

  20. Vendor scorecards (price competitiveness, lead time, quality, responsiveness).

  21. Report local procurement savings and supplier reliability.

C. Logistics

Objective:
Manage all inbound and outbound flows of goods to ensure timely, compliant, and cost-efficient delivery.

Responsibilities:

  1. Inbound Logistics (Imports)

  2. Coordinate with foreign purchasing on shipping schedules.

  3. Ensure correct shipping instructions (packaging, container loading, labeling).
  4. Track cargo from port of origin until delivery to warehouse.
  5. Minimize delays and storage costs at ports.

  6. Customs Clearance

  7. Manage the relationship with clearing agents.

  8. Ensure compliance with government regulations, duty exemptions, and import licenses.
  9. Resolve disputes, queries, and penalties.
  10. Keep updated with changes in customs laws and tariffs.

  11. Outbound Logistics (Finished Products)

  12. Organize distribution of assembled golf cars, monster cars, buggies, and forklifts to clients or dealers.

  13. Plan fleet management, carrier selection, and distribution scheduling.
  14. Optimize costs while ensuring safe and timely deliveries.

  15. Freight & Transport Management

  16. Negotiate contracts with shipping lines, airlines, trucking companies, and couriers.

  17. Monitor freight invoices and resolve discrepancies.
  18. Analyze and reduce logistics costs (fuel surcharges, storage, demurrage).

  19. Logistics Performance

  20. Track KPIs: shipment lead time, freight cost per unit, clearance time, OTIF deliveries.

  21. Prepare logistics performance reports for management.

D. Warehouse Management

Objective:
Ensure accurate, safe, and efficient storage and flow of materials and finished products.

Responsibilities:

  1. Receiving & Inspection

  2. Inspect all inbound shipments against POs and delivery notes.

  3. Ensure quality and quantity compliance.
  4. Log discrepancies and report damages.

  5. Storage & Inventory Control

  6. Maintain structured layout: racking systems, bin locations, clear labeling.

  7. Apply FIFO/FEFO for consumables and critical parts.
  8. Segregate raw materials, spare parts, WIP (work in progress), and finished goods.

  9. Inventory Management

  10. Perform daily cycle counts and monthly stock checks.

  11. Reconcile ERP/WMS stock with physical inventory.
  12. Report slow-moving, obsolete, or excess stock.
  13. Ensure safety stock levels are maintained.

  14. Material Issuance

  15. Release materials to production as per job orders.

  16. Ensure 100% traceability of issued parts.
  17. Record transactions in ERP in real time.

  18. Finished Goods Handling

  19. Store assembled vehicles securely.

  20. Coordinate with logistics for packing, loading, and dispatch.
  21. Ensure delivery documents are prepared correctly.

  22. Health, Safety & Security

  23. Enforce warehouse safety policies (fire protection, handling equipment, PPE).

  24. Ensure proper housekeeping to avoid accidents.
  25. Secure warehouse access and prevent theft or misuse.

  26. Technology & Systems

  27. Use ERP/WMS for stock tracking, barcode/RFID scanning.

  28. Generate automated reports for stock valuation, aging, and shortages.

  29. Performance Monitoring

  30. KPIs: stock accuracy, warehouse utilization, picking accuracy, order cycle time.

    → Store & prepare for delivery.
  8. Logistics (Outbound)
    → Ship finished vehicles to customers/dealers.
  9. Supply Chain Manager
    → Monitor KPIs, optimize processes, report to management.

4. Qualifications

Bachelor's in Supply Chain/Engineering/Business.

Master's or MBA preferred.

years of experience within same field.

Certifications like CSCP, CPSM, CIPS advantageous, automotive/assembly experience strongly require).
