Job Summary:

The Civil Procurement Engineer is responsible for managing and executing the procurement process of all civil and structural materials, equipment, and subcontracted services required for construction projects. The role ensures timely sourcing, cost optimization, and quality compliance while maintaining alignment with project specifications, budgets, and timelines. The engineer acts as a key link between the procurement department, engineering teams, site management, and suppliers to ensure smooth project execution.

Job Description:

  • Review civil and structural material requirements based on project drawings, BOQs, and specifications.
  • Prepare and issue requests for quotations (RFQs) to qualified suppliers and subcontractors.
  • Evaluate technical and commercial proposals to ensure compliance with project and engineering requirements.
  • Negotiate with vendors for the best price, delivery schedule, and payment terms while ensuring quality standards.
  • Develop and maintain a reliable supplier database for civil and construction materials.
  • Prepare comparison sheets and procurement recommendations for management approval.
  • Coordinate with engineering, planning, and site teams to understand project schedules and material delivery priorities.
  • Issue purchase orders and ensure materials are delivered on time and in good condition.
  • Monitor supplier performance and resolve any issues related to delivery delays, quality, or documentation.
  • Ensure all procurement activities comply with company policies, procedures, and project requirements.
  • Support cost control and budgeting by tracking material costs and identifying savings opportunities.
  • Prepare procurement status reports and update management on material procurement progress.
  • Stay updated on new materials, technologies, and suppliers in the civil and construction market.

Qualifications:

  • Bachelor's degree in Civil Engineering or related field.
  • 3–7 years of experience in procurement within the construction industry (civil/infrastructure/building projects).
  • Strong knowledge of civil and structural materials, specifications, and construction standards.
  • Proficiency in reading technical drawings and BOQs.
  • Familiarity with procurement systems (e.g., ERP, SAP, Oracle).
  • Strong negotiation and vendor management skills.
  • Excellent MS Office skills (Excel, Word, PowerPoint).
  • Strong communication and coordination abilities.
  • Analytical and detail-oriented mindset.
  • Time management and multitasking under pressure.
  • Ethical, organized, and results-driven.
  • Fluent in English (written and spoken)
