Technical Office Manager – Infrastructure Projects

Job Purpose:

To lead and manage all technical office activities for infrastructure projects, ensuring design accuracy, compliance with project specifications, and effective coordination between technical and site teams. Oversees all discipline engineers including electrical, civil, and mechanical, ensuring timely, cost-effective, and high-quality project delivery across multiple projects.

Key Responsibilities:

1- Lead and manage the technical office team across all infrastructure projects, including electrical, civil, and mechanical engineers.

2-Study and analyze project contract documents (time schedules, design drawings, BOQ, specifications, etc.) to ensure full project compliance.

3-Review, check, and approve all shop drawings prepared by the team before submission to consultants.

4-Prepare and update site progress reports in close coordination with site teams, highlighting risks or delays.

5-Review structural, MEP, and mechanical drawings and ensure technical coordination across disciplines.

6-Conduct quantity surveying (QS), update relevant BOQs, and coordinate with procurement.

7-Ensure site teams are provided with the latest approved drawings, specifications, and technical instructions.

8-Prepare, review, and submit material submittals to meet project requirements.

9-Prepare, review, and issue periodic running invoices for clients and subcontractors per contractual terms.

10-Lead the preparation of variation orders, claims, and cost impact analysis, and follow up with consultants for approval.

11-Complete, review, and approve as-built drawings and ensure timely submission to project consultants.

12-Coordinate with consultants, clients, and subcontractors to resolve technical issues and support smooth project execution.

13-Provide technical support during installation, testing, and commissioning phases.

14-Assist project managers in project planning, budgeting, cost control, risk assessment, and scheduling.

15-Train, mentor, and enhance the performance of junior engineers across all disciplines.

16-Ensure compliance with project specifications, client requirements, and relevant standards for all engineering disciplines.

Qualifications & Experience:

1-Bachelor's degree in Electrical.

2-15–20 years of experience in infrastructure projects, managing multidisciplinary technical office teams.

3-Strong experience in design review, project coordination, and site supervision across civil, electrical, and mechanical disciplines.

4-Excellent knowledge of engineering codes, standards, and project management practices.

5-Proficiency in AutoCAD, Revit, and MS Office applications.

6-Strong leadership, communication, and problem-solving skills.
