**Creative Economy Lead**
**Role Purpose**
The Arts Technical Lead will enable planning and delivery of Egypt’s Creative Economy programme portfolio. The role will contribute to programme strategy, leading programme delivery, and providing operational leadership including finance; monitoring & evaluation; marketing & communication; and compliance, using project management, relationship management and co-ordination skills in Egypt.
The role will help to position and align the contribution of Creative Economy portfolio in Egypt and British Council’s cultural relations mission. This includes ensuring the ambitions to promote sustainable and inclusive responses and to demonstrate the role culture and the Arts play in addressing economic, social, and environmental challenges facing the world.
**Main accountabilities but not limited to the following**:
- Actively builds professional networks and information channels that maintain an excellent understanding with those associated with and interested in creative economy to support the creation, delivery and outsourcing of high-quality project/programmes.Provides expert leadership to ensure high quality creative economy programme design & delivery based on a genuine understanding of the key BC/FCDO priorities and country needs.
**Leadership & Management**
- Could lead on programmes or specific components of a larger project or programme
- Manages delivery team(s) and/or project team.Manages all EDI processes and ensures comprehensive use of internal tools in programme design and delivery. Maintains an oversight of the action plan developed using internal EDI tools.
**Relationship & Stakeholders**
- Identifies, establishes, and maintains relations with key stakeholders in the creative economy ecosystem especially the governmental sector.
- Holds delivery partners to account including supply chain management where applicable.Communicates internally and externally about a project’s success/challenges and lessons learned.
**Commercial and Financial Management**
- Manages and controls the agreed budget, expenditure, and income against plans, ensure accuracy of reports, sound financial management, and analysis across the portfolio, through monthly finance reviews and quarterly business reviews.Ensures timely and accurate planning and forecasting, timely reporting of risks, including financial, and identify opportunities and mitigation actions
**Programme Management**
- Ensures that every project/programme is compliant with all internal policies and processes, for example: safeguarding, EDI, supplier due diligence, fraud, core values and conflict of interest.Owns, delivers, and contributes to development of, the Programme Management Plan.
**Minimum requirements and role specific knowledge and experience**:
- Foundation level Project Management qualification (in-house training or evidence of CPD in this area could be considered) or equivalent work experience.
- Knowledge of the creative economy sector in Egypt & MENA.
- Knowledge/ and or experience of working with at least two types of funding sources within a structured compliance regime.
- Experience of client management, partner management and/or contract management.
- Experience of managing a wide range of stakeholders.
- Significant experience of managing projects or managing aspects of programmes.
- Experience in spotting risk in a project or programme and supporting in the formation of a risk mitigation plan
- Understanding of MERL principles
- Experience of managing teams
- Experience of conducting lessons learned reviews and/or end of project evaluations to inform future programme design and management.Business Development experience
**Desirable**:
- Experience of design, implementation, and evaluation of creative economy projects especially in Egypt.
- Experience in managing multi country or large in-country programmes that have met project closure and audit standards.Experience managing dispersed teams.
