**Description**:
Background
- UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
- In support of the Arab Republic of Egypt’s Vision 2030 and the National Strategy for the Empowerment of Egyptian Women (NSEEW), the work of the UN Women Egypt Country Office (ECO) is grounded in the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Sustainable Development Goals (SDGs) and the Beijing Platform for Action (BPfA).
- Under the Egypt/UN Sustainable Development Cooperation Framework 2023-2027 and the Entity’s five-year portfolio therein, UN Women implements its triple mandate of supporting normative standard-setting to advance gender equality and women’s empowerment, implementing national and grassroots programmes grounded in international norms and best practices in partnership with national stakeholders, and strengthening UN system coordination.
- Over two decades of work in the country has resulted in UN Women ECO consolidating its expertise, partnerships, and investments around three main areas of work: women’s leadership and system-wide support to advancing gender equality; women’s economic empowerment; and eliminating all forms of violence against women and girls, including harmful practices. Working under the UN Resident Coordinator System, and in close partnership with UN agencies, UN Women Egypt is the lead agency on supporting the advancement of the UN Country Team’s accountability and commitment towards gender equality and the empowerment of women and girls.
- Under the overall supervision of the Operations Manager, and in cooperation with the Deputy Country presentative/Head of Programmes, the Programme Finance Analyst’s contribution ensures provision and the execution of programme finance services and the effective and transparent utilization of financial resources in both UN Women programmes as well as UN Joint Programmes which UN Women leads. The incumbent promotes a client-oriented approach consistent with UN Women rules and regulations.

**Responsibilities**:
**Provide technical guidance and support to Country Office’s Programme Teams for quality financial management of programmes/UN joint programmes.**
- Support the Programme and Operations Team in ensuring effective, ERF system monitoring of overall programme/joint programme budget allocation, utilization, and delivery of both regular and non-core resources.
- Support the maintenance of the programme/UN joint programmes’ internal expenditures control system, ensuring that transactions are correctly recorded.
- Lead the verification and reconciliation of various expenditure reports and PDRs as required.
- Monitor dashboards and exceptions within programme financial management, identification of the remedial action in coordination with the supervisor,
- Support the UN Women Programme team in tracking the outstanding advances and prompt follow up of overdue liquidations.
- Support the preparation of programme/UN joint programme budgets, and the preparation of projects cost sharing agreements as well as trust fund agreements.
- Support the maintenance of the Accounts Receivables for projects and follow-up with partners on contributions.
- Follow up and coordinate with TAX authority regarding VAT exemption for relevant sources of funds, and in accordance with SBAA/UNDP and Financing Agreement requirements of the donors.
- Manage and monitor the implementation of projects under the United Nations Trust Fund to End Violence Against Women, including collaborating with partners to ensure project set up, financial oversight and project closure as per UNTF requirements.
- For those UN Joint Programmes administered by UN Women, lead and coordinate the financial reporting among the implementing UN Agencies and support identification of bottlenecks in terms of monitoring delivery across the participating UN agencies.
- Support capacity development of the Egypt CO’s capacities to efficiently track overall delivery and utilization of regular and non-core resources.

**Provide oversight and support to ensuring strong financial control and due diligence by UN Women’s Implementing Partners (IPs).**
