Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Ending gender-based violence against women and girls, including harmful practices, has been a clear and committed priority of the Government of Egypt. There have been gains in terms of gradually evolving legislative frameworks and increased national-level awareness about the prevalence of gender-based violence and the legislative provisions to protect individuals from harm. The most significant gains in recent years have been the establishment of core essential services for women and girls escaping violence. These gains and investments are important, but so are the demands.

Building on over 20 years of investments, partnerships and technical expertise, UN Women Egypt Country Office (ECO)’s Portfolio works with national stakeholders in strengthening the capacity of duty-bearers to provide quality essential services for survivors of violence in an integrated and coordinated manner. In this regard, UN Women supports the provision of shelters, legal aid, and psycho-social support for survivors of violence. UN Women also supports advancing positive social norms, attitudes, and behaviors at the individual and community level; and establishing and operating safe and economically viable public spaces for women and girls who are empowered to access and use them.

In partnership with the Government of Egypt, UNFPA, and funded by USAID, UN Women is launching a new five-year Programme with two main components a) strengthening the enabling environment for the prevention of all forms of gender-based violence against women and girls; and b) adapting and supporting the scale up of proven national and local services and interventions that prevent, protect, and respond to violence against women and girls through a coordinated response and integrated quality of care under the existing national referral pathways. Under the two components of the Programme, priority will be given to local-level capacity strengthening through national-to-local partnerships between and among the Government of Egypt, civil society organizations and community-based organizations.

Reporting to the Programme Specialist heading the UN Women ending violence against women and girls portfolio and working closely with the Programme Analyst supporting essential services, the Monitoring and Outreach Programme Analyst contributes to the effective monitoring of the UN Women components’ impact, and expanding the buy-in and partnerships particularly around local level partnerships in prevention (component 1) and around social norm change.

**Objective**

The Program Analyst will be responsible for ensuring a strong monitoring and evaluation of the impact of UN Women’s work under the overall Programme, including supporting the capacities of implementing partners’ in the area of results-based management, alongside other technical capacity development needs; and for expanding and managing UN Women’s partnerships on prevention (component #1) at the local level, particularly with private sector and social enterprises in the area of prevention and tackling social norm change. She/he will provide substantive inputs to advocacy, knowledge building and communication efforts and develop background documents, briefs and presentations related to ending gender-based violence against women and girls. In cooperation with the Government of Egypt, UNFPA and USAID, she/he will also support the coordination and organization of advocacy campaigns, events, trainings, workshops, and knowledge products.

**Responsibilities**:
**Provide technical guidance and backstopping to the monitoring and reporting of the UN Women component of the Programme**:

- Monitor and report on progress in the implementation of UN Women actions under the Programme, using results-based management tools and systems of UN Women, and in accordance with UN Women and USAIDs agreed-upon corporate M&E requirements;
- Establish clear baselines and means of verification for the UN Women components of the Programme, in cooperation with UNFPA;
- Support the capture of Programme impact through human interest stories;
- Draft and contribute towards monitoring tools under the Programme, including progress reports, mission reports;
- Build the capacity of UN Women’s implementing partners to effectively monitor for results and capture impact;
- Contribute to identifying and documenting good practices and lessons learned and establishing appropriate execution and monitoring mechanisms;
- Contribute to shaping the UN Country Team’s plans to develop methodology for assessing impact of social norm change work.
