Background

Under the direct supervision of the Operations Manager the Finance Analyst is responsible for effective delivery of financial services, transparent utilization of financial resources and management of the Country Office (CO) Finance Unit. He/she analyses and interprets the financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Finance Analyst promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations.

The Finance Analyst supervises and leads the staff of the Finance Unit, working in close collaboration with the Programme, Operations, and project teams in the CO, client UN agencies, and with UNDP and UN agency HQs staff, ensuring successful CO performance in Finance.

**Responsibilities**:
1.) Ensure implementation of operational and financial management strategies and procedures, focusing on achievement of the following results:
Full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control in the financial activities, proper functioning of the financial resources management system.
Control of the workflows in the Finance Unit.
Continuous analysis and monitoring of the financial situation, presentation of forecasts for management projects.
Elaboration and implementation of cost saving and reduction strategies
Routinely monitors dashboards for unusual activities, transactions, and investigates unusual transactions & reply to HQ enquires for finance issues.

2.) Manage the budget of management project and organize an optimal cost-recovery system, focusing on achievement of the following results:
Financial analysis of, and oversight over, the resources of Management projects
Proper planning & expenditure tracking of the resources of Management projects
Preparation and monitoring of management budgets.
Organization and administration of cost-recovery of the Finance Department for services provided by UNDP to UN agencies ensuring the collection of cost recovery from UN agencies and monitoring through the Quantum tracking system.
Monitoring the implementation of DPC & cost recovery targets as per IWP by quarterly reporting the variance between actual DPC & cost recovery

3.) Ensure proper control of CO accounts, focusing on achievement of the following results:
Elaboration of the internal expenditures’ control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum; payrolls are duly prepared; monthly payment orders (MPOs), travel claims and other entitlements are duly processed.
All financial transactions are identified, recorded and verified in compliance with IPSAS as outlined in the corporate policies and procedures.
Manager level 2 for transactions approval (AP & AR, Bills, Travel requests, DMS& PO )
Control of accounts closure for Monthly and Year-end closure and ensure timely certificate upload
Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to HQ requests to resolve financial data issues.
Follow up & monitoring of the staff advances for UNDP staff and maintenance of the General Ledger.
Monitor and report on Integrated Financial Dashboard and investigate financial section score when needed

4.) Ensure proper CO cash management, focusing on achievement of the following results:
Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements.
Primary contact with local bank management on routine operational matters.
Transaction payment approval on internet banking system.
Follow-up on Monthly and quarterly Bank reconciliation.
Preparation of yearly cash flow forecast for the office use & sending it to HQ treasury to determine the CO monthly imprest level.

5.) Acting as (NIM & CO) Audit focal point& HACT focal point, focusing on achievement of the following results:
Ensure proper management of the NIM audit process (planning, coordination with the auditor & projects, review of the final reports to cover all NIM audit TOR, follow up & ensure proper implementation of audit recommendation)
Ensure proper CO HACT process to ensure HACT compliance.
Acting as audit focal point for Co internal & external audit (ensure proper management of CO internal & external audit, follow up & ensure proper implementation of audit recommendation)
Reply to all audit enquires.

6.) Facilitation of knowledge building and sharing in the CO, focusing on achievement of the following results:
Organization of training.
Synthesis of lessons learned and best practices in Finance.
Sound contributions to knowledge networks and communities of practice.
