Plan Egypt’s work focuses on child rights, implementing programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy focuses on five strategic objectives listed below:
Improve the quality of early childhood care & education;
Promote economic empowerment of vulnerable young men & women;
Facilitate girls in realising their full potential in an enabling and gender responsive environment that protects them from all forms of abuse, neglect, exploitation and violence;
Support adolescents and young people, particularly girls to become active drivers of change and lead the way towards more equitable and inclusive societies;
Promote adolescents and young people, particularly girls to be empowered to take informed decisions about their sexual and reproductive health and live free from gender-based violence
**Purpose**:
The Main role of the M&E officer is to be the M&E focal person for SIDA project. The M&E officer role is to support the unit manager in the development of M&E systems, tools and procedures and in the implementation of quality M&E for the projects and programmes. The CO level M&E officer will also assist and support the capacity building of Plan staff and partners on M&E, participate in processing, analyzing and reviewing learnings, findings and outcomes of projects and programmes and administer the programme module of SAP as well as support other programme units in carrying out functions on SAP.
This position will support the project of “Promoting Sexual and Reproductive Health Rights through a stronger civil society for children and youth in Egypt” (SIDA)
Dimensions of the Role
The post holder reports to the M&E Manager and in collaborating with Project Manager, is responsible for support the development of the project M&E tools, procedures and mechanisms particularly with feedback relevant to the field level. This position works closely with Project Manager, Program Unit Managers and frontline staff in collecting data, monitoring progress, evaluating project, sharing and helping develop reports, generating learning and performance Management
Accountabilities Support the project manager in the development of M&E systems, tools and procedures and in the implementation of quality M&E for the project. Contribute to the development and implementation of M&E framework at operational (project) levels and link it to strategic (country). Support project design, from situation analysis to design and planning. Support the process of needs assessments, baseline studies, mid-term reviews, final evaluations and other research related to programs and projects and ensure dissemination of results with all relevant stakeholders. Develop, communicate and implement M&E plans. Adapt and tailor M&E methodologies, processes and tools to different target groups and contexts. Develop/critically analyse M&E reports and project narrative reports. Participate in processing, analyzing and reviewing learnings, findings and outcomes of projects. Support Project manager in reviewing and analyzing case studies, success stories and other learnings collected at the field level and once finalized share them with Plan Egypt relevant teams for learning. Identify, articulate and support strategic use of data for programme management and improvement. Assess, plan and implement activities to build M&E capacity at different levels, including both Plan staff and partners, in particular on the use of participatory monitoring and evaluation tools. Ensure standardization of M&E tools and methodologies across partners. Take part in creating a supportive network of M&E staff to jointly learn from, develop and innovate M&E practice and methodologies.
