Human Resources Senior Officer

**Grade Level**:8**Location**:Cairo- Egypt**Position Purpose/Summary**:
To provide a professional and administrative role to OSRA Program in all HR related operations including providing support for local recruitments, compensation of employees and their databases, communications of Pathfinder’s total pay and rewards programs, support in performance management and other HR processes.
**As HR Senior officer, he/she will be primarily responsible for**:
- Supporting the HR operations,
- Facilitating recruitment and hiring processes & updating different trackers,
- Ensuring effective coordination and documentation on hiring documentation and compensation terms,
- Ensuring the data base of HR systems are updated.

**Recruitment & Selection**:
- Coordinate with project staff and leads recruitment efforts including creating job descriptions and postings, screening applicants, scheduling interviews, negotiating, and extending offers, issuing local contracts, and overseeing orientation and onboarding of staff. Maintains applicant tracking for posted jobs and prepares.
- Ensures compliance with all aspects of recruitment processes, as per related local law as well as Pathfinder requirements.
- Responsible for all staff data base for quick retrieval of information as and when required.
- Explore the market best practices in the recruitment and staffing and implement appropriate best practices in the organization.
- Monitor the labour legislation and implement required changes to keep the process compliant.
- Ensure the recruitment tracker is updated regularly and shared with the Management Team
- Ensure all job descriptions, specifications, competencies, and skills required are compliant with internal policies.
**Payroll Management**
- Responsible for managing and updating the payroll system for all national staff.
- Ensuring that all relevant payroll information is received and processed in a timely manner such as new hires, leavers, movers, acting as, changes and other.
- Follow up with team on exit procedure: end of contract, resignation, clearance, final settlement, extensions, new contracts etc.
**HRIS and other HR files**:
- Ensure all personnel files are completed and in compliant with labour law.
- Ensure the Job description folder is updated as required and staff information files in soft and hard copies.
**HR Policies and Procedures**:
- Provide clarity on HR policy and procedures to staff as required.
- Ensure all HR activities are carried-out in adherence to these standards and policies.
**National Social Insurance**
- Liaise with the Social Insurance service Provider to finalize social insurance related issues.
- Follow up with any legal updates about social insurance and labour office.
**Performance Management**:
- Ensure all staff members are inducted by the Performance Management by conducting sessions for the newcomers and refresh sessions if needed during the year.
- Provide guidance to line managers of how to manage the performance of their teams.
- Work closely with relevant departments for pre-arrival arrangements of new joiners.
**Other duties**:
- Ensure staff leave balance, the staff list and the history tracker are up to date.
- Ensure legal compliance and Pathfinder’s standards in all HR processes.
- Provide Induction and training support when needed.
- Manage Medical insurance renewals, day to day handling and medical claims.
**Minimally Required Organizational Competencies**:
- Languages: good writing and speaking skills using local language and English language.
- Sexual and Reproductive Health and Rights Services: Foundational knowledge of family planning and reproductive health principles, practices, and services of assigned program.
- Passion for Sexual and Reproductive Health: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices
- Software Applications: Advanced knowledge of MS Office products, including MS Word, Excel, and Outlook.
- Communication: Advanced oral and written communication skills.
- Influencing and Customer Service: Foundational influencing and diplomacy skills. Advanced customer service skills.
- Organization, Planning and Multi-tasking: Advanced organizational and planning skills, project planning and management skills. Proven ability to set priorities, meet deadlines and multi-task with mínimal supervision.
