UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, and peace and security.

The Regional Office for the Arab States (ROAS) covers 17 countries in the Arab States region with a focus on advancing women's rights and empowerment in the economic, political, peace, and security spheres, including by addressing all forms of discrimination and violence against women, with a strong emphasis on advancing accountabilities, data, evidence, and knowledge to support partners in accelerating results defined in globally agreed standards, including the 2030 Agenda and the Sustainable Development Goals.

The ROAS is guided by its Strategic Note. The Regional Strategy Outcome 1 is Law-makers and executive authorities in the Arab States (1) adopt and (2) implement an enabling legislative and policy environment to prevent, respond to VAW, and address negative masculinities and harmful social norms (with a focus on domestic violence and violence in public spaces).

In recent years, Arab states have made remarkable progress in amending or implementing legal systems and frameworks that eliminate discrimination against women, protect women and girls, and address social stereotypes based on gender discrimination, in accordance with their obligations under several international instruments. Over the past decade, Arab states have placed particular emphasis on the issue of violence and have passed laws to protect women from violence. Morocco and Tunisia have passed laws to protect against all types of violence, while Bahrain, Jordan, Lebanon, and Saudi Arabia have passed laws to protect against domestic violence. Other countries are currently working on enacting laws to protect against violence, which are either being drafted or are under consideration in national parliaments. Algeria and Oman have criminalized violence in the penal code, while several countries have taken measures to protect against domestic violence despite their inability to pass protective laws.

However, it is necessary to emphasize the importance of adopting a comprehensive legislative approach, encompassing criminalization of all forms of violence against women and girls, effective prosecution and punishment of perpetrators, but also prevention, empowerment, support, and protection of survivors. Laws related to violence against women are still not costed and require accountability mechanisms to translate them into enforceable policies and to monitor their implementation.

Thus, in a perspective of South-South learning and good practice exchange, the UN Women Regional Office for the Arab States and the UN Women Morocco Office are pleased to organize an event **Ending Violence Against Women: From Declaration to Action**, aiming to discuss the different global, regional and national frameworks addressing violence against women.

This event will take place within the framework of the Ajyal Egalité Programme financed by the French Development Agency (Agence Française de Développement), which aims to strengthen the culture of gender equality in Morocco, Tunisia, and Libya. It aims to support the various national and local stakeholders involved, which can contribute to better integration of gender in public policies and an appropriation of equality issues by public opinion and populations. The third objective of the Program aims to 'Strengthen cooperation and sharing of knowledge and good practices at the regional level in the areas of (i) the fight against violence against women and girls and (ii) gender budgeting'.

The event Ending Violence Against Women: From Declaration to Action will aim to contribute to the achievement of this goal. A final report capturing key learnings and recommendations will be developed at the end of the event.

The consultant should also support the UN coordination work on EVAW and the preparation for the 16 days of activism.
