Emergency Preparedness and Response Manager

**TITLE**:Emergency Preparedness and Response Manager**REPORTS TO**:SCI Operation Director**LOCATION**:Egypt**GRADE**: 1**CONTRACT LENGTH**:6 months extendable**CHILD SAFEGUARDING**:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

**ROLE PURPOSE**:
Working to ensure SCI in Egypt is prepared and able to responds to various emergencies across the country when required.

Supporting SCI partners build capacity in child-centred emergency response

Lead Category 4 and 3 SCI response programmes, and support in Category 2 and 1 responses.

**KEY AREAS OF RESPONSIBILITY**:

- Lead the Operational Management and Coordination of Category 4 and 3 emergencies in collaboration with the Operations Director and SMT
- Support in the Operational delivery of Category 2 and 1 emergencies inline with the emergency structures established at those times.
- Ensure up to date, Emergency Preparedness Plans and Anticipatory actions are delivered.
- Collaborate with HR and Supply chain teams to ensure key strategic Framework agreements (FWAs) are always in place as well as supporting the recruitment and maintenance of emergency rosters
- Work with Programme Development Quality (PDQ) and Partnership team to support all strategic partners in building child-focused emergency response capacities.
- Ensuring strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
- Support on country or regional level strategic planning for the humanitarian response to ensure an effective emergency response in all of its phases of delivery
- Having oversight over the development of relevant master budgets, aligned with the Response Strategy objectives, for the duration of the response and for multiple sites and multiple sectors where appropriate. S/he will take overall leadership on the implementation of the Response relevant national level budgets, while keeping relevant stakeholders informed and ensuring any corrective actions are taken where required.
- In coordination with relevant (E)SMT level members from both the Response and CO teams, s/he will ensure the preparation of a timely programme delivery and submitting the donor reports on project activities in compliance with internal SCI requirements and any relevant external donor requirements.
- Ensuring that the relevant project monitoring plans and systems for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring and inform learning are established and implemented.
- Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Country Security Manager.
- Ensure strong participation and accountability to beneficiaries in planning, preparations and response
- Plan, identify and resource appropriate and effective structure & staffing needs for potential responses; In liaison with the HR Director ensuring that personnel policies are in accordance with national laws)

- Ensure that capacity building plans and performance management systems are in place to develop the requisite competencies in staff to ensure ongoing sustainability and quality of response
- Ensure that capacity building plans and learning plans are in place for partner staff to strengthen child-focused emergency response capacity (operational platform strengthening as well as technical)
- Work closely and support local partners delivering part of SCI response
- Representation & Advocacy & Organisational Learning: _
- Represent Save the Children’s emergency response at national and local coordination meetings as required and directed by the Operations Director
- Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed
