The position
BACKGROUND
Om Habibeh Foundation (OHF) has been operational in Egypt since 2006 with a long-term development programme in Aswan Governorate. The programme focuses on Early Childhood Development, Civil Society Capacity Building, Agriculture & Food Security Development, and Continuing Education.
OHF has been implementing the Civil Society programme over the last 12 years in Aswan. The CS Programme aims at improving the living standards of the Aswanese People, through building and strengthening the capacity of CSOs and locally formed CSOs federation so they can identify community needs and find solutions for it through the implementation of social and economic development projects that address locally identified priorities. The programme is implemented in coordination with governmental partners and the other stakeholders.
OHF is implementing also an environmentally sound agricultural practices programme in Kom-Ombo and Aswan targeting small holder farmers and women household to decrease water consumption, increase production, incomes and/or income savings.
OHF aims to realize integration and coordination among its programmes and projects. This is crucial to achieve OHF’s vision, mission, and strategy.
**POSITION OBJECTIVES**:
The Programme Manager is responsible for overseeing and managing the implementation of both the Civil Society and the Agriculture and Food Security Programmes’ projects and activities.
The incumbent will also provide support to the Country Manager in identifying new funding opportunities and assist in writing proposals. S/he will support in the design and implementation of all civil society activities. S/he will provide technical guidance and support to CS and AFS Programmes’ staff.
**CORE RESPONSIBILITIES**:
Programmes’ Implementation
Ensure that the CS and AFS programmes are meeting their overall objectives and main outcomes.
Ensure efficient management of grants, timely preparation, and submission of narrative and financial reports to donors.
Prepare annual operating plans and budgets for both programmes.
Closely track the technical and financial targets in accordance with the approved log frame and budget.
In coordination with OHF HR and donors develop and update the current and new staff job descriptions and ensure recruitment of strong, committed, and cohesive team.
Conduct staff management appraisal and ensure implementation of staff development’s plans.
New Programmes Development
Establish a network of contacts with donor agencies and government bodies.
Identify attractive programme opportunities.
Lead in the development, preparation and appraisal of concept papers, proposals, and grant requests within efficient timelines.
External Relationship
Effectively communicate with donors to secure programmes’ funding and support.
Maintain strong relationships with the governmental programmes’ partners at the governorate and the central levels.
Obtain the different grants’ approvals from the Ministry of Social Solidarity (MOSS).
Build and keep the good relationships with new and current donors (i.e., Drosos, EU, embassies like the Australian and the Finnish, UNDP etc.)
Coordination and Integration with other Programmes
Support and ensure integral work of the CS and AFS Programmes with other OHF Programmes/Units (Skills Development Unit, Career Counselling Unit, Q&A, Gender,etc.) to facilitate accomplishment of their targets.
The requirements
**QUALIFICATION & EXPERIENCE**:
Master’s degree in development or related social science field, fifteen years of experience in programme planning, grant management and resource mobilization.
Familiarity with grant management, national, legal CS enabling environment.
Excellent organizational, inter-personal, communications skills and ease in operating in official and government circles.
Ability to work, build trust, motivate a cross-cultural and inter-disciplinary team and work under pressure.
Excellent spoken and written English and fluency in spoken Arabic is essential.
Excellent bilateral report writing skills.
Proficiency in MS Office.
Coaching and capacity building/development.
Has strong analytical and critical skills.
Dynamic, sociable, and initiative.
