**Opportunity**
The F&O Director will support the COP to provide operational and financial leadership and expertise to the OSRA Activity. The F&O Director must ensure overall compliance with USAID rules and regulations, financial and operational management, personnel recruitment and management, subcontractor and grants management, and activity start-up and close-out compliance.
**Key Roles and Responsibilities**:
- Provides primary oversight and in-country leadership of all financial reporting, human resources, and administrative operations including all audits and financial reporting to USAID.
- Develops, manages, and monitors activity budgets, financial reports, and projection of funding.
- Creates and maintains financial reporting and tracking systems.
- Provides high quality, timely, and accurate financial performance updates on project activities.
- Guides the administrative team on annual work planning, and ensures submission of quality operational plans, budgets, and reports.
- Oversees HR management functions including recruitment, hiring, transition, and termination; benefits administration; performance appraisals; and ongoing performance management.
- Liaises with the Home Office Finance team on all aspects of financial procedures and with any issues that may arise.
- Manages and enforces systems for travel advances, travel expense reports, tracking of travel aging report, and follow up with staff on outstanding advances.
- Ensures that the accounting records are up to date at all times, orderly, well kept, and readily available for reference and audit, when required.
- In coordination with Abt Home Office, develops an activity grant manual with the necessary templates and tools.
- Working closely with the project's technical staff, define scopes of work for grantees to support the project's technical objectives as elaborated in the project's work plan.
- As outlined in the project's grants manual, conduct grants solicitation and advertisements; design and prepare grant review guidelines for evaluators, including scoring formats; convene grant committee meetings; participate in negotiations with applicants; and prepare the negotiation memoranda and awards.
**Preferred Qualifications**:
- Master's degree in accounting, finance, business administration, or other relevant field and 12 years of experience in financial and operational management for donor-funded projects, and management of grants, other local sub-contracts/subawards, including five years of progressive experience in a supervisory role OR Bachelor's degree and 15 years of relevant experience.
- Experience working on USAID-funded projects including management of grants, local sub-contracts and subawards is required.
- Demonstrated excellence in a management position in an international health and development context, including direct supervision of professional and support staff, quality evaluation of staff performance and deliverables, and contract/grant management.
- Knowledge of USAID procedures, rules, and regulations is required.
- Excellent oral and written communications skills in English and Arabic are required.
- Demonstrated ability to work effectively with multiple stakeholders, including central Ministry of Health and Population (MoHP), bilateral donors, NGOs, and private sector.
**Minimum Qualifications**
