Objective:_**

The main objective of the assignment is to examine the applicability and validity of the 5 models stated above through**:

- Supporting companies to effectively implement and operationalize the proposed childcare models, in adjacent to developing operational manuals for each of the childcare models
- Monitoring, validating, and documenting the piloting of the proposed models

**_Methodology:_**

This section explains the piloting methodologies, techniques, and approaches that will be implemented during the piloting processes.
- Inception report

This will include but is not limited to the proposed selection criteria for the companies, detailed timeframe for delivering the products, a desk review of any previous studies, any available regulatory frameworks, overview of all tools that will be used and proposed methodologies.
- Selection of Companies

Referencing the data collected from the “Business Case for Employer Supported Childcare in Egypt: Childcare models for scaling up” study, the consultant will identify and approach selected business organizations to participate in the piloting of the proposed 5 childcare models. The consultant will be responsible, with support from FEI, for bringing the companies on board, finalizing all agreements needed for the participation and facilitate the orientation of the companies. Factors that may be considered as part of the selection criteria may include but are not limited to:

- Percentage of female workers
- Geographic location
- Business size
- Technical support and guidance for the implementation of the models

The consultant will guide the participating companies to implement and operationalize their selected childcare models. In cooperation with study partners (UNICEF, ILO, and FEI) will perform the following activities:

- Organize and deliver a series of orientation sessions and workshops for participating companies
- Work with partner business organizations to assess their situation, needs, expectations, etc.
- Support partner business organizations to select and adapt the best fit model.
- Follow up with business partner organizations for a period of at least 12 months to ensure proper implementation and provide technical support when needed. This activity entails a monthly visit, at least at the beginning, to monitor and document the entire process and offer advice and guidance when needed.
- Monitoring, Assessment and Validation

The consultant will develop relevant monitoring tools to evaluate the effectiveness of the implemented childcare models and measure the return on investment and impact of the childcare models on business performance and employees. This process aims at ensuring proper implementation and validate the assumptions made in the “Business Case for Employer Supported Childcare in Egypt: Childcare models for scaling up” study.
- Documentation of the monitoring/validation

The documentation process aims at institutionalizing and providing complete references and resources for other companies and organisations to design and adapt their own childcare models. The documentation process entails a careful review of the entire implementation process. Key deliverables include:

- Validation report for the childcare models - based on the assumptions from the “Business Case for Employer Supported Childcare in Egypt: Childcare models for scaling up” study
- Operational manuals - documenting the implementation process and providing guidelines for companies on how to implement/operationalise the relevant childcare models.
