RATP Dev Mobility Cairo (RDMC), 100% subsidiary of RATP Dev, is a major player in public transport in Africa's largest metropolis and currently operating the Green Line 3 Metro Line (34 km and 29 stations and an imminent extension of 6 kms and 5 stations) and the LRT Capital Train (70 km, 12 stations and a future extension of 40 km and 7 stations). We are seeking a skilled HSQE Director to join our team.

As a HSQE Director at RDMC, you will manage the HSQE Department to ensure outputs delivered are to an appropriate standard, on time and within the allocated budget.

**Key responsibilities include**:

- Lead the development of the safety, quality and environmental management systems within the line departments,
- Coordinate certification processes,
- Audit and inspect the operations and maintenance activities to determine the effectiveness of, and compliance with, the organization’s policies and management systems,
- Prepare reports and statistics on the performance of the O&M organization per the agreed targets and KPI’s,
- Provide strategic direction, planning, and managing the development and implementation of policies and procedures for the continuous improvement of HSQE,
- Lead in identifying process improvements, internal/external communication, and awareness on HSQE issues, setting appropriate HSQE accountabilities, analyzing HSQE assessments and ensuring compliance with applicable legislation, regulations, consensus established industry standards, and company policies,
- Monitor performance and workflows, maximize the utilization of resources, and identify and implement cost effective strategies to improve safety and quality of service, minimize environmental impacts and encourage sustainability,
- Establish the process for accident and incident reporting and investigation,
- Ensure Line Managers take ownership for the competence of their teams,
- Lead, manage and motivate the team, including coaching departmental Managers,
- Professional Engineer / Master’s in quality & risk management or equivalent,
- At least 10 years’ experience in HSQE management,
- Experience in ISO 9001 (Quality Management), ISO 14001 (Environment) and ISO 45001 (Safety at work),
- Exposure to the railway environment and its operations and safety procedures,
- Prior involvement and experience in construction and project management is an advantage, including T&C, trial running and handover,
- Fluent in English with excellent written and verbal communication skills, Arabic and French is a plus,
- Interpersonal skills with the ability to liaise effectively at all levels,
- A previous experience within the Middle East context is preferable,
