Project Facilitator

The Project Facilitator collaborate closely with his/her colleagues (team members in the Consultant’s Technical Assistance Team) as well as counterparts throughout MWRI, to ensure a smooth workflow for the project.
The following are some, but not limited to, Tasks under JISA (Joint Integrated Sector Approach) with the Egyptian Ministry of Water Resources and Irrigation - Planning Sector (MWRI-PLANNING SECTOR) as Client.
- Coordination with the donor, managing agencies, partners and other stakeholders, organizing regular or extraordinary team meetings with the Project Implementation Unit in the Planning Sector and meetings and reviews with donor, partners or other stakeholders during the project period to monitor and manage the progress of project implementation.
- Compiling and maintaining project reports and minutes of meetings.
- Participating in different training preparations and procurement activities.
- Assisting with financial monitoring where requested by Team Leader / Deputy Team Leader.
- Reviewing experts’ monthly timesheets and prepare monthly timesheet overviews to submit to the Client.
- Prepare draft monthly progress reports by reviewing and compiling inputs from experts.
- Assist in preparation of monthly project control meeting notes to update Project Principal, Project Manager, and other senior managers on the progress and key issues facing the project.
- Any other tasks where support is needed, as per request of the (Deputy) Team Leader.
- Tasks Related to Unified Investment Planning and Monitoring System (UIPMS) in MWRI
- For a unified investment planning and monitoring system to perform well, an integrated system of mandates, decision making processes, flows of information, and supporting instruments is required.
- Our international and national Planning and MIS/IT Experts, assisted by the Deputy Team Leader, reviewed and developed a proposal to harmonise and optimise planning and monitoring workflows / systems in the eight (8) contracting entities of the MWRI and assessed the existing software tools used in the Planning Sector and other contracting entities (currently mainly Excel spread sheets). Based on this review, they prepared:- Procedures/work flows for a unified investment planning and monitoring system (UIPMS) for use across all departments in the MWRI that are active in integrated water resources management, irrigation and drainage.- An outline, functional description, and a mock-up for an online software system for planning and monitoring of investment activities/projects in the MWRI (the mock-up has been developed in Excel, with an optimisation plugin).

Before starting with MWRI staff training on UIPMS, the Project Facilitator will assist the Software Architect and other Experts in:

- Conducting a training needs assessment among relevant staff of the Planning Sector and MWRI’s other contracting entities.
- Required background Project Facilitator (Egyptian national)
- Educational background bachelor or master level preferably from AUC, BUE, international university or comparable (with English as teaching language):

- civil engineering, or
- project management, or
- environmental engineering, or
- other relevant area for NDP3/JISA
- Fluent in English (written & spoken), with proven reporting skills.
- Good digital skills, with strong Microsoft Office skills as a minimum requirement.
- Proven ability to coordinate and manage complex project work.
- Experience with investment planning and infrastructure is considered an additional asset (but not required), but useful experience in other areas is also welcome.
- Experience in working with various partners, and with international and national experts
- Strong communication skills
- Able to work independently or in a team.

Job Profile
- The Joint Integrated Sector Approach (JISA) is the main investment coordination mechanism within the Ministry of Water Resources and Irrigation (MWRI). The overall objective of this Work Package 2 component of the overall project ‘National Drainage Programme 3 in the framework of the Joint Integrated Sector Approach for investment planning in the water sector’ (NDP3/JISA) is to support the MWRI Planning Sector in adopting and implementing the investment planning and monitoring methodology as developed in the previous JISA Studies and to improve coordination between the various implementing (contracting) agencies (IAs) within the MWRI.
The JISA TA supports the MWRI’s Planning Sector to have a well-integrated prioritisation and planning mechanism to prioritise investment proposals across the MWRI, and an objective benchmarking, monitoring, verification and evaluation of project outputs and outcomes against objectives to support effective implementation of the National Water Resources Plan 2017-2037 and achieve the nation’s Sustainable Development Strategy for 2030. Capacity development of the eight implementing agencies will be included, where relevant.
