**_ OBJECTIVE:_**

This consultancy is in lieu to support the Cairo Demographic Center (CDC), which is affiliate to the Ministry of Planning and Economic Development to have and implement a well-integrated TOC and SBC focused M&E framework to support the Family Development Presidential Initiative.

Being Multisectoral and integrated programme, the Family Development Programme results entail substantive elements of social and behavioral change with focus on family life. Integrated in the TOC are SBC accelerators that could help accelerate performance and lead the development and upscale of the Family Development Presidential Initiative. The SBC results and indicators should be designed for gauging short and medium level changes and accelerating the programmes’ performance nationwide for a prospective of upscale.

Under the overall guidance and supervision of both CDC and UNICEF SBC and M&E teams, the individual contractor will be tasked to technically support the creation of a Monitoring and Evaluation Framework to assess social and behavioral change focusing on positive parenting and girls’ empowerment. The consultant will be tasked to identify a set of relevant indicators, design a data collection system, develop a data visualization dashboard, inform the inclusion of behavioral indicators in big survey, mainstreaming the use of RapidPro for evidence generation as well as enhancing the use of social listening platforms, sentiment analysis and participatory research, such as Most Significant Change.

**_ Scope of work:_**

The consultant’s scope of work includes:

- Refining the existing monitoring and evaluation framework to focus on positive parenting and gender equality in support of the Family Development project’s Theory of Change.
- Advise on the use of UNICEF toolbox tactics such as behavioral assessments and tracking, social listening platforms, community insights, and participatory research to support behavioral insights based on the developed M&E framework
- Support the relevant CDC’s team in developing a real time and periodic results data visualization dashboard, based on UNICEF international best practices, and using the available real-time interactive platform owned and run by MOPED.
- Mainstreaming the use of real-time information system (RapidPro)to specifically support the update of the already developed Management Information System (MIS) for data collection and reporting that is focused on the community engagement component and measurement.
- The resulting Dashboard and MIS system analysis should support the development of a model intervention guided by the SBC based M&E framework
- Dissemination and capacity building on behavioral indicators for relevant stakeholders.
- Carry out field visits to test the data collection systems and supervise data collection activities in the field.

**_ACTIVITIES, DELIVERABLES, AND TIMELINES, PLUS BUDGET PER DELIVERABLE:_**

The consultant is expected to perform the below tasks:

- **Develop a monitoring and evaluation framework focusing on positive parenting and gender equality in support of the Family Development project’s Theory of Change**
- Desk Review on behavioral insights with focus on positive parenting and gender equality.
- Facilitating the designing workshop
- Validation workshop to launch the M&E plan
- Developing an evidence generation plan
- Develop baseline and data collection plan
- **Support the relevant CDC’s team in developing a data visualization dashboard**

Supporting the M&E plan visualization and integration within existing platforms such as the SDGs monitoring platform.
- **Mainstreaming the use of Real-time Information System (RapidPro), social listening (VDO), sentiment analysis and participatory research, and big surveys to support behavioral insights based on the developed M&E Framework.**
- Development and testing of baseline questionnaires for the different evidence generation methodologies.
- Develop a reporting process flow and governance structure-including a PMP (Partnership Management Portal) and an assessment Framework
- **Dissemination and capacity building on behavioral insights for relevant stakeholders**
- Present the M&E Framework at least in 3 relevant public events
- At least 2 capacity building workshops with all relevant counterparts (MOSS, MOHP, MOYS, NCW, NCCM, etc.)
- At least 2 capacity building workshops for relevant stakeholder
