Job Purpose
The HR Operations Manager is responsible for overseeing and managing end-to-end HR operational activities to ensure efficient workforce administration, compliance with labor laws, and effective HR service delivery. The role supports port operations by ensuring robust HR processes aligned with business, safety, and regulatory requirements.
Key ResponsibilitiesHR Operations & Administration
- Manage day-to-day HR operations including personnel administration, employee records, contracts, and HR documentation.
- Oversee onboarding, offboarding, transfers, promotions, and employee lifecycle processes.
- Ensure accurate maintenance of HRIS and employee databases.
Payroll & Benefits
- Coordinate payroll processing in compliance with Egyptian labor and tax regulations.
- Manage employee benefits, social insurance, medical insurance, and leave administration.
- Liaise with finance and external vendors to resolve payroll or benefits-related issues.
Labor Law Compliance & Governance
- Ensure full compliance with
Egyptian Labor Law
, social insurance regulations, and port authority requirements. - Prepare HR documentation for labor inspections, audits, and governmental authorities.
- Support disciplinary actions, investigations, and grievance handling in line with company policy and legal frameworks.
Workforce & Industrial Relations
- Support manpower planning in alignment with port operational demands (shift work, 24/7 operations, unionized labor if applicable).
- Manage employee relations issues, absenteeism, and workforce productivity challenges.
- Act as a key point of contact for unions or worker representatives, where applicable.
Policies, Procedures & HR Projects
- Develop, implement, and continuously improve HR policies, SOPs, and operational workflows.
- Lead HR operational improvement initiatives and automation projects.
- Support internal audits and continuous improvement initiatives.
Health, Safety & Security Alignment
- Work closely with HSE teams to ensure HR processes align with port safety, security, and access control requirements.
- Support compliance with safety inductions, certifications, and mandatory training records.
Qualifications & Experience
- Bachelor's degree in
Human Resources, Business Administration, or a related field
(Master's degree is a plus). - Minimum
8 years of HR Operations experience
, with strong preference for
ports, maritime, logistics, or industrial environments
. - Strong knowledge of
Egyptian Labor Law
, social insurance, and payroll regulations. - Experience managing HR operations for large, operational, or shift-based workforces.
- Proven experience with HR systems (HRIS) and payroll platforms.

- High attention to detail and compliance orientation
- Excellent interpersonal and employee-relations skills
- Ability to work in a fast-paced, operationally critical environment
- Strong coordination skills with internal and external stakeholders
- Proficiency in MS Office and HR systems
- Fluent in Arabic and English

Preferred Experience
- Prior experience in
ports, terminals, shipping companies, logistics hubs, or heavy industry - Exposure to unionized labor environments
- Experience supporting large headcount operations and blue-collar workforce management
