Role Description

This is a full-time, on-site role located in Heliopolis for a Cost Control Manager Engineer. The
Cost Control Manager Engineer
is responsible for planning, monitoring, and controlling all project costs related to the
design, construction, operation, and maintenance of aquatic systems
, including artificial lakes, swimming pools, water features, fountains, and water treatment plants. The role ensures projects are delivered within approved budgets while maintaining technical quality, timelines, and profitability.

Key Responsibilities1. Cost Planning & Budgeting

  • Prepare
    project cost estimates and budgets
    during tendering and execution phases.
  • Develop
    cost breakdown structures (CBS)
    for aquatic works, including civil, mechanical, electrical, and treatment systems.

  • Coordinate with design, procurement, and construction teams to validate cost assumptions.

  • Cost Monitoring & Control

  • Monitor
    actual project costs vs. budget
    and identify variances.

  • Implement corrective actions to prevent cost overruns.

  • Maintain updated
    cost control reports, cash flow forecasts, and earned value analysis
    .

  • Contract & Commercial Management

  • Review contracts, BOQs, and technical specifications related to aqua tech projects.

  • Evaluate
    variations, change orders, and claims
    , ensuring proper cost impact analysis.

  • Support negotiations with clients, subcontractors, and suppliers.

  • Procurement & Supplier Cost Control

  • Coordinate with procurement to evaluate supplier and subcontractor pricing.

  • Analyze material costs for specialized aquatic equipment such as:
  • Pumps and filtration systems
  • Waterproofing systems
  • Piping and fittings
  • Control panels and automation systems

  • Ensure best value sourcing without compromising quality.

  • Reporting & Financial Coordination

  • Prepare
    monthly cost reports
    , profitability analysis, and project financial summaries.

  • Coordinate with the finance department on invoices, payment certificates, and cost accruals.

  • Support project audits and management reviews.

  • Risk & Value Engineering

  • Identify cost risks and develop mitigation strategies.

  • Participate in
    value engineering
    initiatives to optimize project costs while maintaining performance and aesthetics.

Qualifications & ExperienceEducation

  • Bachelor's Degree in
    Engineering
    (Civil, Mechanical, Electrical, or related field).

Experience

  • Minimum
    7–10 years
    of experience in cost control or project controls.
  • Proven experience in
    aquatic, MEP, infrastructure, or water treatment projects
    is highly preferred.
