JOB DESCRIPTION

As a Head of Engineering, you will perform the following duties:

  • Lead and manage the full estimation process for external works in tender and pre-construction stages.
  • Review drawings, specifications, and BOQs to identify scope, quantities, and potential risks or value opportunities.
  • Prepare detailed cost breakdowns, rate analyses, and quantity take-offs based on market data and benchmarks.
  • Coordinate with design, procurement, and planning teams to validate constructability and optimize costs.
  • Liaise with suppliers and subcontractors to obtain and evaluate quotations.
  • Support management during bid reviews, negotiations, and value engineering exercises.
  • Maintain and update cost databases, historical rates, and estimation templates for continuous improvement.
  • Provide cost-related technical input and ensure all submissions are complete, accurate, and on time.

QUALIFICATIONS

  • Bachelor's Degree in Civil Engineering, Architecture, or Quantity Surveying (Master's preferred).
  • 8–12 years of relevant experience in cost estimation within a main contractor or design & build environment.
  • Strong background in external works (landscape, roads, infrastructure, and site development).
  • Proficiency in estimation software such as CostX, Candy, and Excel Advanced.
  • Excellent understanding of construction methods, market pricing, and project documentation.
  • Strong analytical, communication, and leadership skills with attention to detail and deadlines.
