Technical & Financial Proposal Officer

The Technical & Financial Proposal Officer is responsible for analyzing RFQs/RFPs and preparing complete technical and financial proposals for a company specializing in Time & Attendance systems, Access Control solutions, biometric devices, and software applications (HR, WMS, Attendance Management).

The role requires close coordination with internal teams to deliver high-quality proposals that meet client requirements and deadlines.

Key Responsibilities

1. RFQ/RFP Analysis

•  Review, study, and interpret RFQ/RFP documents and Scope of Work.

•  Analyze technical and functional requirements and identify gaps or unclear points.

•  Prepare clarification questions and communicate with clients when needed.

•  Assess technical and financial risks associated with each opportunity.

1. Technical Proposal Preparation

•  Prepare comprehensive technical proposals including:

•  Solution overview and detailed description

•  Technical specifications for Time & Attendance devices, Access Control hardware, biometric readers, controllers, and gateways

•  Technical specifications for software modules (Attendance, WMS, HR Modules, Integration APIs)

•  System architecture diagrams and workflow diagrams

•  Implementation plan and project timeline

•  Training, support, and warranty details

•  Ensure proposals match customer requirements and company capabilities.

1. Financial Proposal Preparation

•  Prepare detailed financial proposals including pricing for:

•  Hardware (biometric devices, controllers, access gates, etc.)

•  Software licenses and subscriptions

•  Implementation, configuration, and integration services

•  Training services

•  Annual maintenance and support contracts (AMC)

•  Calculate cost, margin, and internal profitability.

•  Benchmark pricing and ensure competitiveness in the market.

1. Internal Coordination

•  Collaborate with the Sales, Technical Support, Operations, and Procurement teams.

•  Obtain accurate cost information and ensure proposals comply with internal policies.

•  Coordinate with procurement for supplier pricing and product specifications.

1. Proposal Submission & Documentation

•  Prepare all tender documents including compliance sheets, forms, certificates, and company profiles.

•  Ensure proposals are submitted on time in both soft and hard copies.

•  Maintain an organized database of proposals, templates, and pricing records.

1. Market & Competitor Analysis

•  Conduct competitor analysis and market price studies.

•  Maintain a price list and technical database for frequently used equipment and software.

•  Continuously update proposal templates and improve documentation quality.

•  Strong knowledge of Time & Attendance systems and Access Control solutions.

•  Familiarity with biometric devices, controllers, readers, turnstiles, and doors.

•  Good understanding of attendance software, HR solutions, and WMS platforms.

•  Ability to read, analyze, and interpret RFQ/RFP documents.

•  Strong proficiency in Microsoft Word, Excel, and PowerPoint.

•  Ability to prepare system architecture and workflow diagrams.

Qualifications

•  Bachelor's degree in Computer Science, Information Systems, Engineering, or related fields.

•  Minimum 2–5 years experience in presales, bidding, or tendering in IT, Time & Attendance, or Access Control.

•  Strong English language skills (written & spoken).

•  Good understanding of market pricing and vendor products.

•  Experience with brands such as Actatek, Suprema, ZKTeco, Hikvision, HID.

•  Experience handling tenders in the GCC market (KSA, Qatar, UAE).

•  Ability to prepare proposals in Arabic and English.

•  Knowledge of government tender platforms.
