HSE Engineer – Tendering Department

Role Overview

We are seeking a qualified HSE Engineer with strong experience in preparing Health, Safety, and Environmental (HSE) documentation during the tendering and pre-contract stages. The ideal candidate will be responsible for developing HSE plans, ensuring compliance with client requirements and international standards, and providing professional responses to client clarifications and technical queries related to HSE aspects of bids and proposals.

Key Responsibilities

Prepare comprehensive HSE Plans, Risk Assessments, and Method Statements for tender submissions.

Review client specifications and tender documents to ensure full compliance with HSE requirements.

Develop and update HSE documentation, procedures, and forms as per ISO and NEBOSH standards.

Provide technical responses to client HSE queries during tender evaluation stages.

Coordinate with proposal, planning, and technical teams to align HSE inputs with project methodology and execution plan.

Support in developing HSE organization charts, manpower plans, and emergency response procedures for proposals.

Ensure alignment with ISO 45001, ISO 14001, and local regulatory requirements.

Participate in internal review meetings to enhance the quality of submitted HSE deliverables.

Qualifications & Requirements

Bachelor's degree in Engineering, Environmental Science, or Occupational Health & Safety.

Minimum 5 years of experience in HSE documentation, preferably within construction or tendering departments.

Proven experience in developing HSE Plans, Procedures, and Risk Assessments.

Strong understanding of international standards (ISO 45001, ISO 14001, NEBOSH, OSHA).

Excellent technical writing and documentation skills in English.

High proficiency in computer use, including Microsoft Office (Word, Excel, PowerPoint) and professional typing skills.

Ability to work under tight deadlines and coordinate across multidisciplinary teams.

Strong communication and presentation skills.
