Job Description (Roles and Responsibilities)

The **British Embassy **in **Cairo** has a vacancy for a **Finance Officer - Conflict, Stability and Security Fund (CSSF)**, job grade Executive Officer (EO).

**Main purpose of the job**:
The main purpose of the job is to provide finance officer support to Conflict, Stability and Security Fund (CSSF) in Cairo, Egypt.

The CSSF is a unique UK government fund tackling some of the most complex challenges to international peace and stability around the world. These threats range from terrorism and serious organised crime, to newer evolving challenges such as cyber and the destabilising potential of climate change and the Covid pandemic.

In the last FY, CSSF funding has, for example, supported peacekeeping missions in Somalia and Mali; helped the extradition from Libya and subsequent conviction of a perpetrator of the 2017 Manchester Arena bombing; enabled the National Security Communications Team’s modern slavery campaign to deter human trafficking, contributing to the rescue of over 400 potential victims and saving the UK c£134m; and supported the Colombian government to address illegal deforestation and promote sustainable forest livelihoods. This year, with a budget of £874m, the CSSF is operating in 106 countries. The Fund works towards both National Security Council objectives such as protecting our people, UK Sustainable Development Goals, promoting just, peaceful and inclusive societies; and achieving gender equality and empowering all women and girls.

**Main duties and responsibilities**:

- Provide accurate and up to date financial forecasting at least monthly to the Cairo CSSF programme team and to MENA Strategic Programme Team (MSPT) in London at least fortnightly and more often as required.
- Lead on all aspects of financial management, including processing invoices, raising POs and receipting.
- To provide Programme Managers and relevant boards / governance structures in Egypt and London with accurate financial data and forecasting at least quarterly.
- Take overall responsibility for analysing progress towards Official Development Assistance (ODA) targets and flag where spend will suggest an over/under spend against end December and end March target.
- Work with implementing partners, particularly finance officers, to provide accurate and reliable financial information to CSSF programme teams.
- Support programme managers and project leaders with analysis of activity based budgets to ensure they remain realistic, deliverable and offer good VFM both at project design stage and at regular reporting intervals with existing implementers.
- Understand reporting systems used by the FCDO, understand and adapt to changes to existing systems as FCDO IT evolves.
- Where required on an ad-hoc basis, support the MENA Regional CSSF finance team in London provide support or training to finance officers across the MENA region.
- In the Post were you are physically located, take on a specific corporate responsibility for the wider embassy.

All CSSF funded roles must ensure compliance with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives.

Essential qualifications, skills and experience
- Operational level of English and Arabic, both written and spoken. Able to express ideas and messages clearly and concisely, both orally and in written communication.
- Bachelor’s degree in a relevant field.
- A minimum of 2 years proven experience in financial management or accountancy.
- Experience of managing actions plans, budgets and working with financial information.
- Highly organised; able to work in a diverse, fast-paced and high-performing environment.
- Strong analytical and decision-making skills are required.
- Proficiency in Microsoft Office tools, particularly Outlook, Word, Excel, PowerPoint and Teams.

Desirable qualifications, skills and experience
