**JOB PURPOSE**:
WFP’s Regional Bureau in Cairo (RBC) is one of six Regional Bureaus within WFP supporting, overseeing and guiding 16 Country Offices across the Middle-East, Central Asia and North Africa and serves around 27 million people which constitutes almost one third of WFP’s global beneficiaries. From 2011 onwards, WFP operations managed by RBC have seen a sharp increase in terms of operational scope and requirements. This is mainly attributable to emergency response serving those impacted by conflict, violence and displacement. Most beneficiaries in the region are assisted through unconditional resource transfer activities such as general food distribution through in-kind and cash-based transfers followed by school meals and nutrition activities.

RBC includes countries representing a range of political, economic, environmental and social contexts which makes it not only operationally very diverse but also strategically very important.

The challenges of working in difficult conditions to bring much needed food and support to our recipients can place a great deal of pressure and stress on WFP staff. In collaboration and under the Staff Wellness Division, the Staff Counselling Unit is committed to preventing or alleviating stress and improving the overall health, performance, and morale of staff. We do this by identifying and addressing factors that contribute to stress in the workplace, promoting good employment and management practices, and providing counselling services that help to mitigate or avoid the negative effects of workplace stress.

The COVID-19 pandemic has substantively increased the needs of WFP employees for staff counselling services. Given that the coronavirus affects not only staff, but also their families, there is also a growing need for a staff counsellor in RBC who can speak Arabic.

**STANDARD MINIMUM QUALIFICATIONS**:
**Education**:

- Advanced university degree (Doctorate, Masters, or equivalent) in Clinical or Counselling Psychology, Psychiatry, or demonstrably equivalent studies from a recognized institution.
- Additional training or certification in a broad range of related fields, such as alcohol/substance abuse, resilience, cross-cultural communication, conflict resolution, mediation, trauma, etc. will be an advantage.

**Experience**:

- Minimum five (5) years of progressively responsible professional post-graduate experience relevant to the field is required
- Experience either working in a hardship location or providing counseling services to staff working in very difficult and insecure environments is desirable.

**Knowledge & **Skills**:

- Specialist expertise in the assessment of mental health needs and the assessment of risk.
- Broad knowledge of all facets of counseling services and demonstrated skills to create a trusted envi
