**Project Description**
The goal of the Teacher Excellence Initiative (TEI) project is to improve the quality and relevance of teacher preparation in Egyptian public universities so that current and future primary school teachers have enhanced skills to increase student learning and advance the Ministry of Education and Technical Education’s (MOETE) reform. The activity will achieve this goal through the following results:
- 50 Government of Egypt personnel from the MOETE, the Ministry of Higher Education and Scientific Research (MOHESR), and the Supreme Council of Universities demonstrate improved capacity to jointly plan, manage, and adapt teacher education.
**Job Description**:
The COP will have overall responsibility for the activity and serves as the principal institutional liaison to USAID/Egypt, and to the Government of Egypt. The COP will be responsible for overall technical direction and strategic oversight of the activity. The COP will lead the project team and provide overall supervision on the implementation of the interventions. S/He will work closely with the project’s senior leadership team to support the work of the Ministry of Education and Technical Education, the Ministry of Higher Education and Scientific Research and the Supreme Council of Universities as they implement educational reforms, and to facilitate linkages between the selected Egyptian universities and US and other external partner universities, and build their capacity to deliver the new programs. The COP must have demonstrated effective organizational development, partnership-building, managerial, team-building, and communications skills.
Essential functions may include the following:
- Communicates clearly and courteously to develop and manage successful relationships with USAID Mission and stakeholders such as but not limited to key government ministries, private sector actors, and academic institutions;
- Supervises the management of activity-level implementation, monitoring and evaluation, adaptive program management, and deliverables that meet an agreed-upon work plan;
- Manages the country office, including supervision of Egypt-based staff;
- Establishes, maintains, and is responsible for the ongoing administrative and financial operations of project office with accountability to home office;
- Advises and educate other partners/USAID teams/local and national stakeholders on policies and services offered by the project;
- Ensures adherence to EDC policies and procedures and may propose changes to implement in country to improve efficiency and quality in consultation with the home office;
- Meets contractual TEI obligations (including annual work plans and other reports) and implements regulatory compliance directives appropriate to the Egyptian context and funder;
- Works with EDC home office and local office staff to identify technical specialists/consultants for short-term technical assistance to meet the objectives of the project;
- Originates new ideas and creative thinking when faced with problems and inspires/guides similar results in others. Develops strategic direction for programs.
**Qualifications**:
**Education**:
Master’s degree in a relevant field (education, international development, public administration etc.). PhD is highly preferred.
**Skills and Experience**:
- Minimum ten (10) years of progressively responsible experience in senior program management implementing international development activities in education, preferably working in the higher education sector.
- Proven experience as a COP or in a similar leadership position involving the administration of similarly sized, international donor-supported programs with skills in strategic planning, management, and supervision, preferably on USAID-funded projects.
- Proven ability to communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
- Evidence of strong communication skills, both oral and written, to fulfill the diverse technical and managerial requirements of the agreement is desired.
