Background

The Government of Egypt has received support from the Green Climate Fund (GCF) to advance the development of a National Adaptation Plan (NAP) with the goal of decreasing vulnerability to climate change. This NAP process will help Egypt build climate resilience by improving institutional and technical capacity for climate change adaptation (CCA) planning, examining climate risks, determining CCA priorities, integrating CCA into national and sectoral planning and budgeting, and increasing investment in adaptation actions. This goal will be achieved via three interrelated outcomes, as follows: 1) Strengthening institutional and human capacities to coordinate and manage climate change adaptation planning and implementation 2) Developing an integrated national climate risk assessment and identifying adaptation priority areas for inclusion in a National Adaptation Plan Framework document; and 3) Integrating adaptation priorities into national planning and budgeting processes. The project will be implemented by UNDP under the Direct Implementation Modality in full cooperation with Ministry of Environment. UNDP seeks to recruit a Project Technical Officer for the NAP Project. The Technical Officer (TO) will be appointed by the project implementing partner and UNDP. The TO will be responsible for supporting the Project Manager in the overall management of the Project. UNDP Egypt is also jointly implementing the Support programme on scaling up climate ambition on land-use and agriculture through NDCS and NAPs (SCALA) with FAO that involves 12 countries worldwide, including Egypt. The SCALA has compelementary components and opportunities for alignment with the NAP GCF Project. To maximise these synergies, the Technical Officer will also be responsible for managing and overseeing UNDP SCALA activities under direct supervision from UNDP and overall guidnace from NAP Project Manager and coordinate with FAO SCALA activities to ensure that SCALA UNDP/FAO outputs are aligned and ntegrated into NAP project.

**Responsibilities**:
Scope of Work (5 to 7 items only)

NAP GCF programme

Assist the Project Manager in day-to-day management and technical execusion of NAP project activities including planning, procurement, budgeting and admintartive functions;
Draft TORs for contractors/consultants, follow up on their work, review deliverables and ensure quality of project technical ouptuts.

SCALA programme

Coordinate UNDP Egypt SCALA project activities on the national level including activities with other UN Agencies, review outputs and complete all necessary reports/documentation for SCALA programme

Monitor project progress and participate in the production of progress reports ensuring that they meet the necessary reporting requirements and standards; including environmental, gender, communication, etc. relatead issues

Cross-cutting activities across both programmes

Design and organize local training, consultation and information dissemination workshops and meetings with the targeted groups and lead as the meetings as requested.

Draft project documentation (progress reports, consulting and other technical reports, minutes of technical meetings, etc.) and any other documents as needed.

4. Institutional Arrangement

The Project Management Unit (PMU) will consist of the Project Manager, Technical Officer, and Project Account Assistant, and will be working under the supervision of UNDP Country Office. Under the guidance and supervision of the Project Manager, the Technical Officer will carry out the tasks described above, and any and hoc work to achieve the project goal.
