**Job Overview**

PILLARS is seeking a highly skilled Tendering & Estimation Manager to lead our project development efforts. As a key member of our team, you will be responsible for ensuring that all technical and commercial requirements are met within specified timelines.

Key Responsibilities:

  • Analyze client requests for proposal (RFP) to understand project requirements and objectives.
  • Identify and clarify ambiguities or uncertainties in bid conditions by communicating with clients.
  • Collaborate with estimation teams, site teams, and design teams to ensure comprehensive understanding of RFPs.
  • Lead tender management process, ensuring all technical and commercial requirements are met.
  • Align with required teams to prepare and compile necessary documentation, such as financial bonds, design proposals, and site visit reports.
  • E nsure all team members are aware of responsibilities and deadlines to achieve timely submission of bids.
  • Collaborate with estimation teams to accurately calculate costs and pricing for projects.
  • Analyze cost components, including materials, labor, equipment, and overheads, to develop competitive and realistic bids.
  • E nsure all cost estimates are detailed, precise, and aligned with project requirements.
  • Develop deep understanding of provided project scope, conditions, and targets specified in RFPs.
  • E nsure all aspects of RFPs are addressed in bids, including technical specifications, project timelines, and compliance requirements.
  • Communicate critical details or changes in RFPs to relevant team members.
  • Conduct thorough review of both financial and technical proposals to ensure accuracy and completeness.
  • V erify all aspects of bids align with clients' requirements and expectations.
  • E nsure bids are competitive and capable of securing project awards.
  • Identify and calculate hidden costs, such as contingencies and risk factors, that may impact project budgets.
  • A nalyze indirect costs, including administrative expenses, project management fees, and other overheads.
  • E nsure these costs are accurately reflected in bids to avoid unforeseen expenses.
  • Participate in negotiation and conclusion of agreements and contract terms with clients.
  • E nsure all contract terms are clearly defined, including payment schedules, project milestones, and deliverables.
  • V erify final contracts align with bid proposals and clients' expectations.
  • Be ready to do what is required under the direction of the Department Manager.

Requirements:

  • Certificate in civil engineering or architecture.
  • Strong written and spoken English.

Leadership Skills:

We are looking for a candidate with excellent leadership skills, ability to work under pressure, and strong communication skills.

Experience Required:

We require candidates with practical experience in contracting companies, consultant companies, governmental projects, technical proposals, financial proposals, bidding processes, and contracts.

Additional Requirements:

  • Ensure constant communication with all project teams to identify potential problems, formulate recommendations, solutions, and report.
  • Demonstrate good managerial skills in terms of leadership, quality control, time management, and teamwork.
  • Respond positively to the needs of clients, managers, and colleagues, and ensure excellent client services.
