**Project Summary**: MTC International Development Holding Company, LLC (MTC) was awarded the USAID-funded Workforce Egypt project on June 1, 2021. Workforce Egypt assists in transforming the technical and vocational education and training (TVET) system to produce the skills needed for a globally competitive Egyptian market, thereby creating sustainable jobs, especially for youth and females, and institutionalizing structural labor market reforms that can support workforce development now and in the future. Working with a variety of Egyptian partners, MTC International provides technical assistance, capacity building, and training for relevant stakeholders and counterparts to: (1) transform the quality and market relevance of TVET institutions and programs; (2) strengthen private sector participation in workforce development; and (3) improve the environment for skills development and employment.

**Project Duration**: 5 years; June 1, 2021-May 31, 2026.

**Position Location**: Cairo, Egypt.

**Reporting and Supervision**: The Procurement Specialist reports to the Subcontracts & Procurement Executive Officer.

**Position Summary**: The Procurement Specialist will work with the Subcontracts & Procurement Executive Officer to play a pivotal role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures, and controls. The main responsibility for this position is to assist the Subcontracts & Procurement Executive Officer in supporting and managing the project’s procurements and providing contracts backstop support to the project’s three objectives and crosscutting divisions, including the project operational procurements. The Procurement Specialist will also provide operational support to the Deputy Chief of Party-Finance and Operations as outlined below. The Procurement Specialist will also assist the Subcontracts & Procurement Executive Officer in administering the terms and conditions of subcontracts, task/delivery orders, and purchase order instruments, including modifications, evaluation of performance and termination, and the general procurement of goods and services. Primary responsibilities include but are not limited to:
**General Procurement Responsibilities**:

- Ensure that the services provided by the procurement department are in accordance with established policies and procedures as well as project needs.
- Support the Subcontracts & Procurement Executive Officer in overseeing smooth operations of the procurement department and all project related procurements.
- Track and manage the department’s action items, ensuring timely resolution of outstanding issues and technical commitments.
- Maintain a well-organized filing system for the procurement department, ensuring easy retrieval and reference for internal and external reporting and audit requirements. This includes saving, and scanning files as needed.
- Help non-procurement staff become more familiar and better understand MTC policies and procedures related to procurement by providing guidance or other methods as necessary.

This includes submitting accurate and thorough purchase requisitions, cost estimates, scopes of work, or to determine other technical specifications.
- Seamlessly handle requests and coordinate with internal and external partners, while ensuring professional and clear communication.
- Maintain relationships and manage communication with current and potential suppliers and service providers to ensure reliability.
- Problem solves with subcontractors, suppliers, and service providers to ensure excellent operational functioning of the procurement unit.
- Participate in meetings and follow up on action items to ensure accountability.

- Award Procurement Responsibilities**:

- Review purchase requisitions (PR) documentation, cost estimates, scopes of work, etc.
- In conjunction with the Subcontracts & Procurement Executive Officer, analyze procurement requirements and select the most appropriate methods based on interpretation and assessment of established policies, practices, and experience.
- Conduct online and offline research to create a roster of suppliers and service providers to meet the project’s various needs.
- Draft Requests for Proposals (RFP), Requests for Quotations (RFQ), source selection memos, evaluation criteria and other procurement documentation for the Subcontracts & Procurement Executive Officer’s review and processing.
- Coordinate the bid evaluation process, ensuring transparency and fairness.
- Evaluate and select suppliers and service providers, in collaboration with the Subcontracts & Procurement Executive Officer, based on quality, cost, and delivery capabilities.
- Negotiate and finalize contracts with selected suppliers and service providers, ensuring compliance with MTC policies and USAID regulations.
